HomeMy WebLinkAboutNC0020401_Pretreatment Annual Report_20190129City of Hickory Pretreatment Annual Narrative CITY OF HICKORY 2018 PRETREATMENT ANNUAL REPORT The Annual Pretreatment Report submitted by the City of Hickory contains information from January 1, 2018 — December 31, 2018. In this period of time, 14 industries were monitored. JANUARY -JUNE 2018 • POTW monitoring for fourteen (14) industries occurred. Thirty-two (32) monitoring events were conducted by the City of Hickory. Zero (0) industries were in SNC for limits or reporting. Self-monitoring by fourteen (14) industries occurred. Seventy-five (75) self-monitoring events were conducted. Zero (0) industries were in SNC for limits or reporting. During January 2018, one (1) industry was sent one (1) notice of violation with assessments of civil penalties for violation of permit limitations due to a violation that occurred in the July -December period of 2017. This violation was documented in the 2017 PAR. The civil penalty was assessed and collected in 2018. (See Other Information) • Twelve (12) industries were sent twenty-seven (27) [self-monitoring data — nine (9); City of Hickory data — eighteen (18)] notices of noncompliance with the Industrial Monitoring Program. • Kleen Tech #0035 conducted TTO monitoring. (See enclosures) • The following IUP modifications were made during this semi-annual period: 1. The Sock Factory (IUP# 0017) —reduction of Ag limit and increased self-monitoring for Ag. 2. Ward Hosiery (IUP# 0027) —reduction of Ag limit and increased self-monitoring for Ag. 3. Compost (IUP# 0050) —begin self-monitoring for Ag (M/R only). Industries in SNC During January - June 2018 NONE JULY - DECEMBER 2018 POTW monitoring for fourteen (14) industries occurred. Thirty-two (32) monitoring events were conducted by the City of Hickory. Zero (0) industries were in SNC for limits or reporting. • Self-monitoring by thirteen (13) industries occurred. Seventy-eight (78) monitoring events occurred. Zero (0) industries were in SNC for limits or reporting. • Eight (8) industries were sent twenty-four (24) [self-monitoring data — six (6); City of Hickory data — eighteen (18)] notices of noncompliance with the Industrial Monitoring Program. • Shurtape Technologies #0022 conducted TTO monitoring. The City of Hickory also conducted TTO monitoring for Shurtape Technologies #0022 and Kleen Tech #0035. (See Enclosures) • The following IUP modifications were made during this semi-annual period: Frye Regional Medical Center (IUP# 0007) —removal of Ag limit (M/R only). On October 31, 2018, Longview Yarns, Inc. (IUP# 0046) made a formal request that their permit be rescinded due to ceasing manufacturing operations. An on-site inspection was conducted on November 2, 2018 and no evidence of process discharge was found going into the sanitary sewer. The City of Hickory submitted a request to PERCS that their SIU permit be dropped. This request was approved on November 2, 2018. Henry Fork (NC0040797) POTW AT was updated accordingly. (See Permit Drop Info.) Industries in SNC During July - December 2018 NONE Other Information A copy of the Division's Historical SNC Report has been included. Please note the following corrections that are needed: 1. Maple Springs #2 (IUP# 0051) was SNC during the 1st semi- annual period of 2011, not 2012. 2. Ward Hosiery (IUP# 0027) was SNC during the 2nd semi- annual period of 2014, not 2015. 3. Kleen Tech IUP# 0035 was SNC for Oil and Grease during the 2nd semi-annual period of 2017 and isn't listed on the Historical SNC at all. A copy of the Division's Pretreatment Program Database has been included. Please note the following corrections that are needed: Last audit is listed as 3/4/15. Pretreatment audit was conducted on 7/12/18 by MRO, and the next audit should be 22/23. (Both HF & NE databases) 2. Under PT contacts, Mike Patton can be removed from list and Kevin Greer's title is now Public Services Director and his email is kgreer@hickorync.gov (Both databases) HF's database, their NPDES permit was renewed in 2018 and the effective and expiration dates are 9/1/18 and 7/31/22 respectively. 4. PAR due dates should be 3/1/19 (Both databases) • IDSF data listed as "not required" for asemi-annual period indicates that the corresponding industry does not have permit requirements for said parameter and that the monitoring for the other semi-annual period was conducted to satisfy LTMP and/or MMP requirements only. Previous SNC Information: Kleen Tech #0035: • Previous SNC situation (See 2017 PAR), was resolved and the industry returned to compliance. The SIU believed the cause of the violation was due to low production volume causing a concentration in discharge. They have also changed detergents. Pretreatment Program Element Updates: • Henry Fork (NC0040797) HWA was submitted and approved on 6/7/18. • Henry Fork LTMP was updated and approved on 7/3/18. • ERP was updated and approved on 6/7/18. • Northeast (NC0020401) LTMP was updated and approved on 6/7/18. • Northeast HWA was submitted and approved on 8/9/18. • IWS was submitted and approved on 10/9/18. • The City of Hickory has implemented the Dental Amalgam Rule by identifying all dental dischargers in the Hickory area. Survey efforts began on 7/16/18 by sending packets that included the model cover letter explaining the Dental Amalgam Rule, EPA fact sheet, and One -Time Compliance Report to 37 dental dischargers. A summary table was submitted with the 2018 IWS that indicates the dates that the One -Time Compliance Reports are being received. Northeast (NC0020401) IU Permit Renewals: • Permit renewal applications were sent to SIU's in July 2018. All applications have been received and renewals are being completed.
