2018 PAR NARRATIVE
The following is a narrative of the City of Lincolnton Pretreatment Program for 2018. This narrative
outlines general information about the City of Lincolnton Pretreatment Program. This narrative also
outlines the performance of the City of Lincolnton permitted Significant Industrial Users and Categorical
Industrial Users for 2018 and actions,if any,taken against them.
General Information:
General Program Information:
• AT,HWA,LTMP, SUO and ERP are up to date. .
• Dates on the Division's Database Program Information Sheet are correct.
General Permit Information:
• Cataler NA,Kaco USA,and VT LeeBoy renewed their permits in 2018.
• VT LeeBoy's Special Order of Consent ended on January 1,2018.
• South Fork Industries last discharge date was December 15, 2017 and received authorization to
drop their permit February 14,2018.
• Kaco USA discharged process wastewater three days in December and plans on requesting a drop
permit.They have installed a water evaporating recycling system.
• FMS Enterprises USA Inc.and Celadon Recycling Solutions were added as SIU's

IUP#0021 Cataler North America
This SIU was not in SNC in 2018.
This SIU did not have any violations for the reporting period of January 1,2018 to June 30,2018.
This SIU did not have any violations for the reporting period of July 1,2018 to December 31,2018.
IUP#0028 Celadon Recycling Solutions
This SIU was not in SNC in 2018.
This SIU did receive a Notice of Violation and a $220.00 fine for improper sample collection during the
reporting period of March 13,2018 to June 30,2018.
This SIU did not have any violations for the reporting period of July 1,2018 to December 31,2018.
A written response to the NOV was received and the fine was paid.
IUP#0027 FMS Enterprises USA Inc.
This SIU was not in SNC in 2018.
This SIU did not have any violations for the reporting period of May 18,2018 to June 30,2018.
This SIU did not have any violations for the reporting period of July 1,2018 to December 31,2018
IUP#0012 G&W Laboratories(40 CFR 439)
This CIU was not in SNC for 2018.
This CIU did not have any violations for reporting period January 1,2018 to June 30,2018.

IUP#0022 KACO USA(40 CFR 433)
This CIU did receive a Non Reporting SNC in 2018.
This CIU did receive a NOV for pH during the reporting period of January 1,2018 to June 30,2018.
This CIU did receive violations for the reporting period of July 1, 2018 to December 31, 2018. This CIU
received three reporting NOVs, a SNC and a $100.00 penalty after many attempts to obtain their TTO
Certification, and for failure to respond to two other NOVs. Per their permit their TTO Certification was
due by June lst,2018.An assessment of a fine was mailed September 10,2018.
The City received a written response several months later for the TTO violation,and the other NOV written
responses were responded to in timely manner.
IUP#0013 McMurray Fabrics(40 CFR 410)
This SIU was not in SNC in 2018.
This SIU did have a BOD limit violation for the reporting period of January 1,2018 to June 30,2018.
This SIU did not have any violations for the reporting period of July 1,201 to December 31,2018.
The City received a written response and corrective actions were taken to prevent further BOD violations.
IUP#0020 VT LeeBoy(40 CFR 433)
This CIU was not in SNC in 2018.
This CIU did have violations for Chromium and Zinc for the reporting period of January 1, 2018 to June
30,2018. Also,March 31,2017,an Intent to Impose Civil Penalty was hand delivered to VT LeeBoy,for
their Zinc Violation,while on a Special Order of Consent.The violation occurred on December 8,2016 and
was reconfirmed with a second analysis December 29,2016.The Intent to Impose a Civil Penalty was held
in abeyance pending their compliance with their Consent Order and Compliance Schedule. The state
notified me in 2018, that VT LeeBoy should have received a penalty for the Zinc Violation. February 26,
2018,a$500.00 penalty was imposed.
VT LeeBoy also received a$150.00 penalty for failure to resample for Chromium by April 15, 2018. VT
LeeBoy had a total of 14 Chromium samples analyzed preventing SNC status.
This CIU did not have any violations for the reporting period of July 1,2018 to December 31,2018.
Written responses were received for the NOVs and penalties.

Waste Reduction Activities
The City of Lincolnton continues participating in curbside recycling for plastics, glass, aluminum and
metal cans, and newspaper. In addition to the City's recycling efforts, the industries participate in several
waste reduction activities.
Cataler North America participates in the following waste reduction activities:
W13, W14, W19, W21, W22, W24, W25, W31, W32, W33, W34, W36, W39, W55, W61, W62, W68,
W74 and W99.
Celadon Recycling Solutions participates in the following waste reduction activities:
None listed
FMS Enterprises USA Inc. participates in the following waste reduction activities:
W13,W33,W51,W52,W66,W67,and W68.
G&W Laboratories participates in the following waste reduction activities:
W13,W21,W24,W32,W33,W34,W36,W55and W99.
Kaco USA participates in the following waste reduction activities:
