He had left a voicemail and text message on the evening of February 5. Mr. Price immediately contacted the City of Asheville development services staff to determine if they had a grading permit for the subject property. A site meeting was scheduled for 1 pm on 2/6/19 with the City of Asheville staff, DWR, and the engineer for the project. The contractor was also on site stabilizing the work area. The engineer stated that the sewer line temporary impact was installed per the permit conditions (i.e. the baseflow of Ross Creek was piped around the active work area). Once DWR got on site, the sewer line had been installed, the trench had been backfilled, and the streambanks were restored to the pre -impact contours. The contractor had installed seed, straw, and biodegradable matting (coir fabric matting) on the streambanks per the conditions of the permit. DWR inspected Ross Creek upstream and downstream of the sewer crossing and did not observe any measurable sediment impacts that would warrant a violation from DWR. The City staff instructed the work crew to properly install silt fence (i.e. trenched in) at the top of the stream bank once they finish grading and applying seed and straw at the end of the work day. DWR observed some accumulated sediment behind a silt fence that had been installed on the downstream end of culvert impact S1. The engineer agreed to have the contractor remove the sediment and silt fence in the stream and stabilize the area with seed and straw.
