Dear Mr. and Ms. Rigsbee,
On January 9, 2019, Jason Robinson and Erin Deck from the NC Division of Water Resources visited
your single-family residence (SFR) to evaluate compliance of the property's discharging wastewater
treatment system that is covered under NPDES General Permit NCG550000 and the Certificate of
Coverage (CoC) NCG550983. An information package was left at your door asking you to contact the
Division. We do not have a record of you contacting this office.
Upon inspection and subsequent file review, the following were observed:
l . The location of the septic tank, sand filter, chlorinator and dechlorinator could not be
determined. Please submit a map.'sketch that shows the location of all units of the wastewater
system.
2. What appeared to be the effluent discharge pipe was located at the Northwest side of the house
in the wooded area. Typically this is one pipe, but there were three discharge pipes located in
this area.
3. The Division has no record of the septic tank being pumped. The permit requires the septic tank
to be pumped every 3-5 years.
4. The Division has no records of the effluent discharge being analyzed by a certified lab. The
permit requires this to be done annually.
5. The permit is issued to Baxter Rigsbee. Chatham County tax records show the property is
owned by Mary Rigsbee. The permit should be in the name of the property owner. A change of
ownership form may need to be completed (see attached Change of Ownership Form).

❑ Your home is improperly plumbed: Some of the wastewater discharges are going directly
to the environment without first passing through the treatment system. This must be corrected
immediately.
® Disinfection: Your system is lacking disinfection, either chlorine tablets or a UV light
system. New rules put into place on August 1, 2007 require all SFR systems to have a means of
disinfection (and dechlorination when chlorine tablets are used to disinfect, if the system was
installed since that date). Since your system had no disinfection, the installation is to include a
chlorine tablet dispenser, a contact chamber capable of providing a minimum 30-minute contact
time, and another tablet dispenser that will hold dechlorination tablets. A chlorinator chlorine
tubes with chlorine tablets and a contact chamber or UV treatment could not be found durin
the inspection. Disinfection is required on all SFR systems. If this system does not have
disinfection. it should be installed.
�C Treatment tablets missing or are wrong kind: You are responsible for always having
chlorine tablets and dechlorination tablets (if a required part of your system) in place. They
must be the kind for wastewater treatment and not for swimming pools. A chlorinator could not
be found.
❑ Dechlorination: Your system was installed after August 1, 2007, so must have a means of
dechlorination located downstream of the chlorinator and its contact chamber. See Disinfection
paragraph above.
® Pumping the septic tank: The permit requires the septic tank to be pumped every 3 to 5
years. A pumping company can check the status periodically and determine when pumping is
required. Please provide proof that the septic tank has been pumped in the last 3-5 years. This
was requested as part of the last inspection report from August 11. 2016. If the tank has not
been pumped in the last 3 to 5 years. it should be done in the next two months. and records
should be provided to this office.
2] Failure to analyze the effluent: The permit requires that the effluent that is discharged
from your system is analyzed annually. A list of NC certified laboratories that provide this
service was provided to you during the inspection. Please provide the sample results from the
most recent analysis of the effluent to this office. If this has not been done. it should be done in
next three months. If the se tic tank has not been pumped. that should be done at least a month
before sampling the effluent. Please contact us if you need a list of certified laboratories.
® Locations of treatment units are unknown: Please submit a sketch or mal2 of all units of
the system including the septic tank sand filter. chlorinator, and discharge pipe.
® Effluent pipe: The effluent pipe is where the wastewater discharges from the system after it
gone through the treatment units. The pipe should be kept exposed and accessible, and the area
around it should be kept cleared.
® Other: The permit is issued to Baxter Rigsbee. Chatham County tax records show the
property is owned by Mary Rigsbee. The permit should be issued to the property owner. If

Baxter Rigsbee is no longer the owner, a change of ownership form should be completed and
submitted to the address on the form (see attached)

Found what appeared to be discharge, 3 pipes_ NW side of house.
Could not find any other units except discharge.
No records of septic tank pumping. effluent lab analysis, etc.
