I am writing to provide further information regarding the above mentioned SSO that occurred on
December 28, 2018.
There was a large rain event in the area from December 26t" through December 28th. During
this time approximately 5" of rain had fallen and there was extensive flooding in the area.
CWSNC operator noticed a manhole overflowing near our wastewater plant at approximately
11:40 am on December 28th. CWSNC staff immediately called our pump truck vendor to pump
the overflowing manhole. The manhole overflow was stopped at approximately 1:30pm on
December 28t".
The amount of overflow was a visual estimation and applying the following formula.
Approximately 27 — 28 gpm overflowing from manhole x 100minutes = 2,750 gallons
overflowed. Regrettably, the overflow did reach Flat Top Creek.

There were no known fish kills or other known impacts to the tributary. The overflow area was
properly cleaned up. White hydrated lime was applied to the affected area to raise the pH and
kill any pathogenic organisms. There was no known impact to public health.
CWSNC televised the entire Sugar Mountain sewer collection system in early 2018 and has
developed a capital needs assessment plan based on that inspection. CWSNC replaced
approximately 1000' of 8" collection main and (5) manholes in 2018 as part of our ongoing
effort to replace collection system infrastructure. CWSNC has an additional planned project in
2019 to replace approximately 1800' of 8" collection main and 3-4 manholes.
The staff of CWS Systems takes great pride in the compliance and environmental stewardship
of our facility. Please accept this letter as demonstration that the actions taken were prompt
and complete and that the SSO was unintentional and temporary. Extensive capital investments
are being made to our collections system and we would like to request that a civil penalty not
be issued since we are being proactive in upgrading and replacing sections of our collection
system.
