As we have previously discussed, Piedmont determined that the proposed permitted crossing of stream 31 adjacent to
NC Highway 68 was not able to be constructed in the location that was initially proposed in the plans. Three new
options, A, B, and C were proposed. Option A was located south of the access road south of the permitted crossing. This
option would not cross stream 31 or 32. Space constraints in relation to a neighboring landfill property made this
alignment undesirable and the property owner would not agree to this option. Option B was located north of the
permitted crossing and property owners would not agree to this option. Option C, which is south of the permitted
alignment, was selected due to constructability aspects for the bore.
I have attached the Re-construction plan for the crossing of streams 31 and 32 near NC Highway 68. I have also attached
the bore plan for the NC Highway 68 bore. As you can see from the bore plan, the bore cannot be extended to the
stream due to the slope.
Please let me know if you need additional information for the permit revision.

Hi Suzanne. I would not need the entire PCN package re-submitted. Rather, I would just need the plans for the proposed
revised crossings, detailed explanation of the reason for the route change, and the avoidance, minimization and
compensatory mitigation proposals for the revised crossings.
The re-route of the crossing at Stream 32 is a concern given that the corridor would impact the confluence point of 2
streams. My jack and bore comment sent in a previous information request would still be applicable here. Perhaps a
profile view showing the jack and bore under the roadway might better explain why it isn’t practicable to jack and bore
the stream crossings too? If it is not practicable, we would need detailed restoration plans to ensure that the stream
bank integrity at the stream confluence could be re-constructed/maintained.
As you mentioned in your email, please also include the delineation of the add-on area around Stream 1 and any
applicable wetland/upland data forms and stream forms.

Sue and David –
For the Line 446 gas line project to Belews Creek, we are looking at a couple of re-routes due to property issues and
buffer requirement conflicts.
For the buffer issue at Stream 1 that Sue and I have talked about, we are looking at a re-route instead of going to the
committee for a variance. Rahlff Ingle is going to the field tomorrow to look at the area upstream of the crossing. I will
let you know how we want to proceed.
We are also looking at a re-route at Stream 32. I have attached a drawing showing the proposed alignment with the JD
drawing and plan sheet. Please let me know if there would be permitting issues with this re-route.
David, what information would I need to submit for these?
