I concur with the site meeting notes (with the exception below), in addition, we approve of Folly Branch and Tarklin
Branch moving forward as sites the preservation bank.
Was there notification that Flynn was dropped, I probably just missed it...
One point I don't believe I saw was regarding the discussion of the amount of preservation credit alone that may be
allowed. DWR will allow a certain of percentage of preservation credit without restoration credit, but beyond that
threshold, the bank credit will need to be paired with restoration credit. Also, I believe the IRT discussed incorporating a
preservation policy with the onset of a number of preservation banks.

I know you are seeking to submit the final prospectus soon, so if anyone from the IRT has any additional comments
please provide them within the next few days. Since the Flynn Branch Site is being dropped from the prospectus at this
time, I will focus my comments on the Folly Branch and Tarkiln Branch Sites.
Overall I agree with the notes as provided, however have a few reiterations/additional thoughts:
1) The portions of the site we visited appear high quality and suitable for preservation. In conjunction with the site
quality, the approach presented for this bank with the wide buffers, lends itself towards our highest preservation ratio
of 5:1 in most areas, however, final credit ratios will be determined during the draft plan stage as more details are
available to the IRT for a comprehensive site review.
2) 1 recommend GPS'ing all roads and culverts for review (both those to be maintained and removed). Details will need
to be worked out with the IRT during plan review regarding which roads/foot trails/culvert crossings/bridges/water
intakes will remain, their current condition, whether they need to be improved and how they will be used/maintained in
perpetuity via the legal easement/long term management/financials. This should take into consideration concerns for
long term management of the property for issues such as fire maintenance, species management, etc.
3) There were potentially a few streams on the Folly Site that continued upstream and off the property. Have you
approached the adjacent property owners about the potential of adding these small segments to complete the
watershed nature of this bank site?
4) As discussed onsite, there may be some resources that do not qualify for mitigation credit due to their discontinuous
nature. Final credit will be based off the jurisdictional determination, so coordinate with David Brown and myself as you
put together your jd approach to the site.
Overall the portions of the sites we visited were of a quality and approach suitable for a mitigation bank, however, our
initial evaluation cannot be completed until we receive the final prospectus and gather more information during the
public notice phase of our review. Don't forget to include the adjacent property owner information when you submit
the final prospectus. Feel free to contact me with any questions as you proceed with this project.
