Project Description: Funding: � Yes ❑ No Surry State Minimum Criteria Checklist � State ❑ Federal Permit Type: USACE Replace Bridge 12 on SR 1122 (Dobbins Mill Rd.) over Snow Creek in Surry County. Area of Potential Effects (A.P.E.) is approximately 183 meters (600 ft.) long and 46 meters (150 ft.) wide. The A.P.E. includes the area within 91 meters (300 ft.) from each end of the bridge and within 23 meters (75 ft.) on each side of the road. The project is State-funded, will require Federal permits, and will require easements. No design plans have been provided. NOTE: An archaeological survey was recommended for this project on 7/17/2017. The recommendation was changed to no survey required after visiting the project on 9/1/2017. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The initial review included an examination of a topographic map (Elkin North, N.C.), the Surry County soil survey, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). Also, a visual examination of the A.P.E. was conducted on 9/1/2017. The bridge is oriented approximately east-west. The topographic map (1971/1994 Elkin North, N.C.) shows the bridge is located in a narrow creek valley with moderate to steep slopes on each side. A stream joins Snow Creek a short distance south of the bridge. The A.P.E. appears to include gentle to moderately sloped ridge toes on each side of the bridge. The 1971 edition shows a structure within or adjacent to the A.P.E. in the northeast quadrant, and two structures near the A.P.E. in the southwest quadrant. The 1994 edition shows a newer structure (purple) has replaced the building in the northeast quadrant, and also shows a new structure near the southeast quadrant. The structures near the southwest quadrant are the same. The 1994 edition depicts this part of SR 1122 as being new (purple) since the previous (1971) edition. (A comparison of the two road locations shows no obvious difference.) The Surry County soil survey shows the soils in the A.P.E. are Fairview sandy clay loam (15- 25% slopes), moderately eroded on the east side of the bridge, and Fairview sandy clay loam (8- "No ARCHAEOLOGYSURVEYREQUIRED " form for Minor Transportation Projects as Qualified in the 201 S Programmatic Agreement. 1 of 20 Project Tracking No. 17-06-0004 15% slopes), moderately eroded, on the west side of the bridge. Fairview sandy clay loam is a well-drained soil found on ridges. The aerial photograph shows the northwest quadrant is wooded. The southwest quadrant is cleared. There are several structures located south of the A.P.E. The southeast quadrant is cleared. The northeast quadrant is cleared, and there is a structure located on the creek bank. A review of information at the O.S.A. shows no previously recorded archaeological sites within or adjacent to the A.P.E. The A.P.E. has not been previously surveyed for archaeological sites. The A.P.E. is not within any projects that have been reviewed by the State Historic Preservation Office (HPO). The NC Historic Preservation Office (HPO) "web GIS service map" shows Dobbins Mill is the building in the northeast quadrant. The Charlie Dobbins House is one of the structures near the southwest quadrant. The Cleveland Dobbins House is located a short distance north of the northeast quadrant of the A.P.E. A review of historic maps indicates a mill has been in this vicinity since as early as the late nineteenth-century. "Dobins Mill" is shown near the A.P.E. on the 1893 topographic map. This map is at a small scale (1:250,000) and shows the main roads and communities. While this small-scale edition of the topopographic map does not show individual structures, a building is shown at Dobins Mill. This indicates it was probably a prominent landmark (or community?) at that time. The map shows the road did not cross to the west side of Snow Creek at that time. It came from the north along the east side of the creek to the mill, and then turned east for a short distance before turning south. The early 1900s postal route map (U.S. Post Office Department ca.-1910) shows the road but not any structures near the A.P.E. Like the 1893 map, this map does not show the road crossing Snow Creek at this point. A 1921 Surry County map (N.C. Geological and Economic Survey [NCGES] 1921) does not show a road or any structures near the A.P.E. This map appears to only show the major roads (along with landowners' names). The 1932 Surry County soil map (U.S. Dept. of Agriculture [USDA] 1932) shows several structures near the A.P.E., but none are labeled as being a mill. There are two structures near the northeast quadrant, one near the southwest quadrant, and one near the southeast quadrant. This map shows future SR 1122 crossing Snow Creek in the same approximate location as today. It also shows the previous road configuration which extended from the southeast quadrant to the east and then to the south. A symbol for a"manufacturing plant" is shown at this location on the 1938 highway map (N.C. State Highways and Public Works Commission [NCSHPWC] 1938). The road is depicted as a "soil surfaced road." Structures ("farm unit") are shown in the southwest and southeast quadrants. The old road configuration extending from the southeast quadrant to the east and south is not shown. The 1967 highway map shows a"business establishment" in the northeast quadrant, and a"rural "No ARCHAEOLOGYSURVEYREQUIRED " form for Minor Transportation Projects as Qualified in the 201 S Programmatic Agreement. 2 of 20 Project Tracking No. 17-06-0004 dwelling, farm or other" in the southwest and southeast quadrants. SR 1122 is depicted as a "graded and drained road" on the west side of the bridge and a"hard surfaced road" on the east side. An archaeological survey of the level, undisturbed landforms in the A.P.E. was recommended on 7/17/2017. While the landforms in the A.P.E. did not appear to have much potential for prehistoric archaeological sites, and the soils are sloped and eroded, the goal was to investigate the Dobbins Mill complex. A reconnaissance of the A.P.E. was conducted by NCDOT archaeologists Damon Jones and Caleb Smith on 9/1/2017. The reconnaissance found that the landforms in the A.P.E. have a low potential for prehistoric archaeological sites. The A.P.E. includes approximately 23 meters (75 ft.) on each side of the road. It appears that the bridge replacement will not impact the Dobbins Mill complex. The landform in the southeast quadrant is a level ridge from the bridge east. Most of the ridge is a disturbed gravel parking area. There is a small "ticket booth" there, but we could not determine its purpose. There is an old road that runs south from SR 1122 along the east bank of Snow Creek. This could be a remnant of the pre-1938 road shown on the historic maps discussed above. There is a small concrete foundation located along the creek bank, also. The March 2008 "Google Street View" images show the old road bed along the creek, and also show a grain silo at the location of the concrete foundation pad. The landform in the southwest quadrant is a slope up from the creek to a residential yard. A driveway is located approximately 30 meters (100 ft.) west of the bridge. The driveway leads to what appears to be a mid- to late-1800s house. This is the Charlie Dobbins house identified in the HPO web GIS service and the Surry County architectural survey (Phillips 1987:123). It is believed to have been built in the late nineteenth century. It is a large, two-story frame house with a steep gable roof and late Victorian ornamentation. In 1987 it was covered with asbestos shingles which appear to have since been removed. The house is located outside of the A.P.E. approximately 40 meters (131 ft.) west of the bridge and 60 meters (197 ft.) south of the road. An access road runs west from the driveway along the south side of SR 1122 to a barn. The landform in the northwest quadrant is a steeply-sloped ridge. The ridge is wooded. The landform in the northeast quadrant is a level ridge from the creek east. The Dobbins Mill complex is located in this quadrant. The complex consists of a three-story wood frame building with a large, modern (metal) addition on the rear (north) side. The mill building is located along the east bank of the creek, approximately 23 meters (75 ft.) north of SR 1122. (Along the north edge of the A.P.E.) There is a circular cement foundation located approximately 30 meters (100 ft.) east of the mill building. There is a retaining wall that supports a raised foundation pad located along the north side of the circular foundation. The area between the road and the mill building and circular foundation is a disturbed gravel parking area and driveway. The driveway extends north from the road between the mill building and the retaining wall to access the loading bays in the metal building. We saw no indication of the former dam site, mill pond, or mill machinery outside of the mill complex. An online search for "Dobbins Mill" found a reference to the "Snow Creek Milling Company" "No ARCHAEOLOGYSURVEYREQUIRED " form for Minor Transportation Projects as Qualified in the 201 S Programmatic Agreement. 3 of 20 Project Tracking No. 17-06-0004 but not much else. The architectural survey (Phillips 1987:122) has a short entry describing Dobbins Mill. It is described as a grist and roller mill believed to have been built during the first decade of the twentieth-century. It replaced the original mill which had been washed away during a flood. The present mill structure was constructed under the supervision of Jonathan Jehue "Gee" Wallace, a millwright who worked on several other mills in the area. The mill was still in operation as the "Snow Creek Milling Company" when the architectural survey was published (1987). It produced flour, cornmeal and feed. The architectural survey identifies a nearby house as the Cleveland Dobbins house (Phillips 1987:122). Cleveland Dobbins was the son of Thomas A. and Nancy Ardella (Venable) Dobbins who operated Dobbins Mill. The March 2008 "Google Street View" photographs show the mill complex, including several buildings that have since been removed. These buildings would have been located where the circular foundation and raised foundation area are currently located. These show that there was an impressive collection of at least four large grain silos and elevators at that time. The silos and elevators look like modern facilities. The photograph also shows a shed addition along the east side of the mill building. The main mill building is located at the very edge of the A.P.E., approximately 23 meters (75 ft.) north of the road. There are no design plans available, but it appears that the structure will not be impacted by the proposed bridge replacement. Therefore no further archaeological work is recommended. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The landforms within the A.P.E. have a low potential for prehistoric archaeological sites. In the northeast quadrant the A.P.E. does not include any of the Dobbins Mill complex. If the A.P.E. is expanded to include more of the northeast quadrant then the project will need to be reviewed again for its potential to impact the mill.
