Signing Official Signature Date Page 2 of 6 FTSE 04-16 Brief Project Description: Required by Item 6 of the Checklist, Page 1 of 3 of the Form FTA 04-16 instructions The Town has an existing wastewater pumping station at 330 East Chatham Street referred to as Lift Station #4 that serves a gravity sewer Hibbs, Joyce, and McQueen Streets. There is no significant run of sewer main from this station serving East Chatham Street, yet the street lies within the Town-s municipal limits. In order to satisfy its obligations to serve annexed areas, the Town undertakes to serve as much of Chatham Street as is feasible to serve with this pump station. Current flows to contributing to the station are well below its design capacity. This project undertakes to construct approximately 3,600 linear feet of new wastewater gravity sewer line along Chatham Street extending from the existing pump station southward to Willis Road and thence along Willis Road eastward. The main consists of 10-inch sewer to allow for future connections of both gravity sewer south of this project and of force mains that may be required by future US 70 corridor projects. There are no specific new customers or developments that have been submitted to the Town and thus no specific data for basis of the current flow allocation. In lieu of such hard data that will be available when future customers along Chatham Street arise, the Town will utilize an estimated density for determining the flow to be attributed to this project. Page 1 of 2 Chatham Street Sewer Extension —January 4, 2019 (FTA 04-16) In order to establish a flow for this permit application, we delineated the watershed area that the new line would serve and predicted a future residential density of 1 home per acre for a total of 38 residential units times 360 gallons per day design flow or 13,700 gallons per day. The actual future flow for this line will be determined by the actual development takes place. Sensible design requires that the line be sized for the likely flow to be expected for a potential service area. In addition to areas that would directly contribute to the main, there is also an expectation of additional areas encompassed by the Town's corporate limits and its extraterritorial jurisdiction to the south. The terrain is such that the southern extremities would not gravity flow to the new 10- inch main but it. is likely that pump stations serving these areas would be designed to discharge to this gravity main. Arailway owned by Norfolk Southern forms the expected boundary of the future service area to the north and east. US Highway 70 forms the southern and western boundary, and the ETJ of Morehead City forms the southern boundary of the potential service area (both gravity and force main) which would be expected to contribute to the new main. The future service area is shown in Figure 2 above and it contains about 776 acres. An accepted design flowrate for medium density residential development is about 800 gallons per day per acre (Source: GUC Manual for W& S Extensions). If we apply this design guidance to the future service area it provides an estimated future developed flow of 620,000 gallons per day or about 430 gpm. This would provide an approximate half -full pipe at 0.30% pipe slope with a 10-inch gravity sewer, which is the selected pipe size for this project. We've revised the application forms in accordance with this and obtained the Town's approval. Please see attached. These are being followed up with hard copy originals. The intention is to remain open to anything fronting the street whether its commercial or residential so long as it falls within the stated flow. We know there will be opportunity to .revisit when other non -road areas that could contribute apply for permits. In addition, you mentioned that the lines that are at 0.3% would likely be high -priority lines until the flow increases to something approaching the design flow. The Town is understanding of that and indicated they are ready to provide the required inspections and I've added reference to it in the space provided in the application form. I intended the callout to match our phone discussion: its from MH 3 to MH 13, the remainder has fairly steep slopes and should have good velocities.
