Permit WQ0039181 Rowan County On January 29th, 2019, the Mooresville Regional Office (MRO) completed a Compliance Inspections for the above stated facilities. The MRO would like to thank you, Mr. Lynn Aldridge and Mr. Matt Sechler for taking time to meet with us and show the operation of the irrigation system. The facility is now considered to be operational. Therefore, required documentation is to begin on February 1, 2019, for the lagoon and spray irrigation system. Completed NDMR records are required to be submitted within thirty days of the end of the previous month. Monitoring and reporting requirements established in the permit are now expected to be adhered to. One note of concern is that the lagoon should be reasonably protected to prevent access by people or animals. The attached reports should be self-explanatory. O&M records, application volumes, and NDMRs have been requested to start February 1, 2019. The first expected NDMR reported for this permit will not be expected to be received until the end of March 2019 for February 2019 operations. Currently, the rain gauge at the Piedmont Research Station is being used to esitimate precipitation at the facility. However, an on -site rain gauge is recommended to be installed. The lagoon has a staff gauge that has been installed in the center of the lagoon. The staff gauge is suspended by four cables that are tied -off at the corners of the lagoon. The top of the berm wall is marked in red on the staff gauge and the top of freeboard is marked in yellow. The MRO recommends that Carolina Malt House take reasonable steps to prevent access to the lagoon. Currently, the lagoon is not enclosed with fencing. The installation of fencing would be also be a deterrent to animals which may damage the liner. Please be aware that Section III, condition 9 of the permit requires public access to the application fields and treatment facilities to be prohibited to the public. An accurate measure of flow entering the lagoon will aid the permittee in keeping accurate record of the total volume present in the lagoon. This information can also be used for the purpose of determing when irrigation will need to occur in order to maintain the lagoon freeboard requirements. The flow meter is new. A copv of the purchase invoice is beina used to Drove the meter has been factory calibrated. Flow recording for this system will be kept manually and recorded in the facility's O&M log. Based on the permit requirements, the ORC will make weekly visits to the facility to record data and perform application of effluent from the lagoon to the dedicated fields. Due to the lack of data, determination of the accuracy of the flow meter is not able to be made at this time. The flow meter only records flow during periods of application. However, the ponding was outside of the application fields, although on the property. One zone in field 1A was not on-line during the site visit and not available to be viewed in operation. Blueberry bushes that are within the throw of the irrigation heads can be moved to a different location on the property, or the sprayer heads can be adjusted to a reduced throw so the blueberries do not have effluent from the system applied to the plants.
