Per our last correspondences, I have confirmed that the emergency permit for pipe
#202 in Bladen County falls under our threshold and does not require a written
approval. Please be sure to attach a copy of the GC4132 to the contract, so the
contractor can follow the guidelines.

Joanne,
The bank stabilization of 85' long was calculated by totaling the stream bank reaches
with longest bank stabilization, upstream and downstream of culvert. After discussing
with Wetherill Engineering this morning and afternoon, the majority of riprap on right
bank downstream of culvert is existing and therefore will most likely not go below
OHW. However, worst case scenario is depicted in drawing in case contractor needs to
add riprap below OHW. The riprap will most likely be keyed below OHW for the other
streambank sections.
Regarding the "gap" between TB line and permanent fill hatch line on right bank,
upstream of culvert, Wetherill stated that the riprap shown should have extended to the
permanent fill hatch line, not leaving a"gap".
Please find attached photos of the site. The first one is upstream side of culvert and the
last two are downstream side of culvert. Let me know if you need more information or

I have another 2 part question. Is the bank stabilization 85' long on both sides of the
stream or 42.5' on both sides?
And can you describe how they will be installing the bank stabilization? Will they be
keying in the base below the OHW line at the bank and not going into the stream
bed? Or how will they be installing it?

Please find attached the updated wetland impact summary sheet.
85 feet of permanent impacts are due to bank stabilization whereas only 10 feet is due
to culvert fill. The "surface water" impacts shown in drawings refers to stream impacts
and no other type of surface water impacts. Consultant was only matching the Surface
Water label listed on wetland impact summary sheet. Let me know if you need anything

In reviewing the application, I have a couple of questions.
1.-The Wetland Permit impact summary sheet indicates 95' of permanent impacts to
streams.
The drawings only show about 10 If of additional pipe. If there is this many LF
of permanent stream impacts, you need to send us $$.
2. There are two other impacts noted on the drawings...the `Temp impacts in surface
waters' and the `Impacts in surface waters'
If the impacts are in a stream, they should be denoted as `Temp impacts in
stream' and Impacts in Stream'
Surface waters would be considered ditches, ponds, etc..
3. I do not understand the "impacts in surface waters (i.e. stream)'. What are these
impacts? Is this additional riprap? If it is, shouldn't that be considered stream
stabilization (as long as it's not in the Thalweg)? Please explain what these impacts in
the stream are for.
Please revise the drawings (as necessary) and the Wetland permit impact summary
sheet and resubmit.
If I am not reading this correctly, please let me know. If you have any questions, please
