It is submitted on behalf of the Town of Leland for the construction of approximately 12,350 LF of 16" sewer force main along the southern US -17 Corridor in the Town of Leland and a pump station. Jackeys Creek and its adjacent wetlands will be directionally bored to avoid this resource. However, one other wetland pocket will be crossed via open cut methodology, which will temporarily impact 0.27 acre of wetlands. Note that NC DCM classifies Jackeys Creek at Public Trust Waters at this location and the applicant has also applied for a CAMA GP for this crossing. Explain the purpose of the proposed project: The purpose of this project is to provide sewer service to this growing portion of Leland. 3e. Describe the overall project in detail, including the type of equipment to be used: This project is part of an overall sewer expansion plan for the Town of Leland. This portion is for a proposed 1.7 MGD pump station to be located between Hewett Burton and Kay Todd Roads, and approximately 12,350' of 16" force main along the southern US-17 Corridor in the Town of Leland. The 16" force main will tie into a force main currently being constructed along US-17 at a location approximately 150' WNW of the Progress Energy Powerline crossing. The sewer line will be servicing portions of Brunswick Forest and other properties west of Sunny Point Railroad. The applicant will dig a trench within the easement and install the force main. A 20' wide construction corridor will be used. Material removed from the trench will be stockpiled in adjacent upland areas within the easement. Once the pipe is installed, the trench will then be returned to pre-construction grades. The sewer line will be directionally bored under Jackeys Creek and its adjacent wetlands. In the other wetland area, the line will be open cut. Organic material removed from the trench will be returned to the top 12" and the area will be seeded. The NC Natural Heritage Program GIS layer was used to determine the presence of federally listed species. The American alligator is known to occur within a one -mile radius of the site, likely within Jackeys Creek. This creek will be directionally bored, so no impacts to this waterway will occur from this project. The majority of the project area is a maintained ROW. A very small amount of forested area exists on the southeastern edge of the corridor. No blasting or other percussive activities will occur as a result of the sewer line installation. No impacts to federally -listed species are anticipated to occur from this project. 6. Essential Fish Habitat (Corps Requirement) 6a.
