Dear Mr. McCall:
A 401 Water Quality Certification (#4002) for Village of Bald Head Island was issued on September
24, 2017 for permanent open water impacts consisting of 35.2 acres of dredging, 1.72 acre of fill
for the terminal groin and 25.3 acres of fill for the sand fillet and temporary open water impacts
of 098 acres of fill for trestle construction. On December 5, 2018, the Division of Water Resources
(Division) received a modification request from the Division of Coastal Management, dated
December 5, 2018. The modification request involves an increase in the length of the fill "taper"
from Station 136+00 to 146+00. This is an increased beachfront length of approximately 1,200
linear feet and increased fill area below Mean High Water of approximately 200,000 square feet
(to +8 foot NVGD). The total placement volume of 1.1 million cubic yards remained unchanged.
By copy of this letter, 401 Water Quality Certification #4002 is modified to approve the following
impacts provided that all of the other conditions of the Certification are met. No other impacts
are approved, including incidental impacts. [15A NCAC 02H .0506 (b) & (c)]

effect. This completes the review of the Division under section 401 of the Clean Water Act and
