It is looking like the proposed pipe outlet is now roughly 40' from TOB of Goose Branch. However this does decrease grass swale footage and being that this is an urban project we were already short of the required lengths needed to provide treatment. However as discussed yeasterday the owner of this bill board has worked with NCDOT and confirmed the minimum amount of room he needs to maintain this sign. So if we build this ditch as permitted he would not be able to maintain his sign and he mentioned he would also be worried that the room between the ditch and sign footer may cause the sign to become unstable as well. He informed NCDOT that it would cost 200K to relocate the sign further back and 500K to replace if sign were to become unstable and blew over. So NCDOT requests that this change be approved due to the hardships mentioned above.. Please advise..
