Describe the existin� conditions on the site and the �eneral land use in the vicinity of the proiect at the time of this application The existing conditions and land use at this site include the main Cedar Island Ferry Terminal Operations building, Maintenance building, toll booth, an above ground storage tank, several small storage buildings and parking area for both visitors and employees. The Cedar Island Ferry Terminal operates 365 days a year traveling on a regularly set schedule back and forth to Ocracoke Island. The spoil site will be constructed on private property through a lease agreement with the property owner. Nearby to the proposed spoil site location are a few storage sheds and a small barn that is owned and maintained by the property owner. 4b. Have Corps permits or DWR certifications been obtained for this proiect in the past? No. In our files we do not have record of any Corp or DWR permits related to dredging at Cedar Island 4i. Describe the overall proiect in detail, includin� indirect impacts and the type of equipment to be used The current permitted channel length, including the boat basin channel, is 1190' of which includes a portion that extends straight out past the breakwater by 200'. A shoal has developed in the unpermitted portion of the existing channel and has created unsafe traveling conditions for the vessels and the traveling public. Northerly wind conditions cause the Captains to come out of the basin and be side-to forcing the ferry to roll which in turn creates unsafe conditions for the traveling public, state employees, and the vessels. While there is deep water in the channel to the south it is important for the vessels to stay close to the breakwater to avoid potentially dangerous operating conditions during high wind events. Permitting the requested section of channel will allow for the Ferry Division to perform dredge maintenance activities ensuring the channel is clear and reliable for safe passage. Current Channel (ft) Current Basin (ft) Total Length (ft) 590 x 300 600 x 450 1190 Proposed Channel Proposed Basin 1180 x 300 600 x 450 1780 The NCDOT Locations and Surveys Unit has performed surveys of this area and they have provided a map depicting the proposed dredging of the previously unpermitted portion of the channel. The previously unpermitted channel extends approximately 590 feet further than the current permitted channel. The current permitted depth for this channel and basin is 10' but connecting waters are between 13' and 17' therefore NCDOT is requesting to dredge and maintain this channel to a depth of 12' MLLW. An estimated 22,450 cubic yards of material will be removed from the Cedar Island channel and basin area during the upcoming dredging event. All dredging activities will be performed by the NCDOT Ferry Division — Marine Maintenance Unit. The State owned 12" pipeline dredge Manteo will be used for this work along with a support fleet consisting of tugs and barges to move material, equipment, fuel, and workers around the work site. Material removed during this dredge project will be pumped to a leased spoil site that is located on a nearby property. The spoil site will have berms that are 12' feet tall with a 2:1 slope. A spill gate be installed in the spoil site berm and two discharge pipes attached to the spill gate will allow clear water to flow back into the Pamlico Sound.
