Mad made features inside the Cedar Island channel and basin include several dolphin clusters for docking ferry vessels, a
small pier, and two ramp and gantry systems to allow vehicles to load and unload from the ferry vessels. Features will not
be affected by the dredge project area.

5. Activities and Impacts

b. Give a brief description of purpose, use, and daily operations of the project when complete.
The purpose of this project is to extend the permit for the ferry channel to include the unpermitted portion of the channel that is
used daily by the traveling ferries at the Cedar Island Ferry Terminal in Cedar Island, North Carolina. The current channel
length is 900’ and extends straight out past the breakwater by 200’. A shoal has developed in the unpermitted portion of the
existing channel and has created unsafe traveling conditions for the vessels and the traveling public. Northerly wind
conditions cause the Captains to come out of the basin and be side-to forcing the ferry to roll which in turn creates unsafe
conditions for the traveling public, state employees, and the vessels. Permitting this section of channel will allow for the Ferry
Division to perform dredge maintenance activities ensuring the channel is clear for safe passage
The NCDOT Locations and Surveys Unit has performed surveys of this area and they have provided a map depicting the
proposed dredging of the previously unpermitted portion of the channel. The previously unpermitted channel extends
approximately 590 feet further than the current permitted channel. NCDOT will need to perform dredging in this area to the
permitted depth of 12’ MLLW when conditions are too shallow for safe passage of vessels. An estimated 22,450 cubic yards
of material will be removed from the Cedar Island channel and basin area during the upcoming dredging event. Material
removed from the channel totals 10,465 cubic yards while the material removed from the basin totals 11,985
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
All work will be completed by the NCDOT Marine Maintenance Unit. The equipment that will be used to dredge this location
will be the state owned 12" hydraulic pipeline dredge "Manteo". Multiple tugs and barges will be in the channel during the
projec to assist with moving the dredge, setting anchors, fueling activities, etc. An excavator and bulldozer will be used on
land at the leased upland spoil site to assist in building the site and handling pumped material.
d. List all development activities you propose.

6. Additional Information
In addition to this completed application form, (MP-1) the following items below, if applicable, must be submitted in order for the application
package to be complete. Items (a) – (f) are always applicable to any major development application. Please consult the application
instruction booklet on how to properly prepare the required items below.

b. An accurate, dated work plat (including plan view and cross-sectional drawings) drawn to scale. Please give the present status of the
proposed project. Is any portion already complete? If previously authorized work, clearly indicate on maps, plats, drawings to distinguish
between work completed and proposed.
c. A site or location map that is sufficiently detailed to guide agency personnel unfamiliar with the area to the site.
d. A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected properties.
e. The appropriate application fee. Check or money order made payable to DENR.
f. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners and signed return receipts as proof that such
owners have received a copy of the application and plats by certified mail. Such landowners must be advised that they have 30 days in
which to submit comments on the proposed project to the Division of Coastal Management.
