Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The existing conditions and land use at this site include the main Cedar Island Ferry Terminal Operations building and maintenance building. There are several small storage sheds on the property along with an above ground storage tank and parking lot for visitors and employees. The Cedar Island ferry terminal operates 365 days a year traveling on a regularly set schedule back and forth from Ocracoke Island. These ferries allow employees, tourists, locals, and goods access to Ocracoke. 4b. Explain the purpose of the proposed project:" The North Carolina Department of Transportation Ferry Division is applying for a major modification to CAMA Major permit #44-96 to eutend the permitted portion of the epsting ferry channel located at the Cedar Island Ferry Terminal, in Cedar Island, North Carolina �, � 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The North Carolina Department of Transportation Ferry Division is applying for a major modification to CAMA Major permit #44-96 to eMend the permitted portion of the ebsting ferry channel located at the Cedar Island Ferry Terminal, in Cedar Island, North Carolina. The current channel length is 900' and e�Qends straight out past the breakwater by 200'. A shoal has developed in the unpermitted portion of the ewsting channel and has created unsafe traveling conditions for the vessels and the traveling public. Northerly wind conditions cause the Captains to come out of the basin and be side-to forcing the ferry to roll wfiich in turn creates unsafe conditions for the traveling public, state employees, and the vessels. Permitting this section of channel will allowfor the Ferry Division to perform dredge maintenance activities ensuring the channel is clear for safe passage. The NCDOT Locations and Surveys Unit has performed surveys of this area and they have provided a map depicting the proposed dredging of the previously unpermitted portion of the channel. The previously unpermitted channel eMends approximately 590 feet further than the current permitted channel. NCDOT will need to perform dredging in this area to the permitted depth of 12' MLLW when conditions are too shallowfor safe passage of vessels. M estimated 22,450 cubic yards of material will be removed from the Cedar Island channel and basin area during the upcoming dredging event. All dredging activities will be performed by the NCDOT Ferry Division — Marine Maintenance Unit. The State owned 12" pipeline dredge Manteo will be used for this wnrk along with a support fleet consisting of tugs and barges to move material, equipment, fuel, and �nrorkers around the �nrork site. Material removed during this dredge project will be pumped to a leased spoil site that is located on a nearby property. A map of the spoil site is attached to this request. 4j.
