DESIGN NARRATIVE
1.0 PROJECT AND SITE DESCIPRTION
The purpose of the Chatham Park DWRRF Off -Site Utilities Effluent and Raw Sewage Force
Main project is to lay approximately 10,875 LF of 12" PVC effluent line and approximately 9,380
LF of 12" PVC force main to be installed parallel to US-64-BUS in NCDOT Right -of -Way
between the future Chatham Park Decentralized Water Resource Recovery Facility (DWRRF)
and Pittsboro's existing Wastewater Treatment Plant. Additionally, as a part of this project
approximately 1,310 LF of gravity sewer will be installed connecting to the raw sewage force
main.
The majority of the site is to be located along the southern Right -of -Way of US-64-BUS. The total
project has approximately 7.30 acres of disturbed area and all lines will be owned and
maintained by the Town of Pittsboro.
The alignment for both proposed lines start at the future Chatham Park Decentralized Water
Resource Recovery Facility (DWRRF). They cross under US HWY BUS 64 via jack and bore
through 24" steel encasement pipe and run parallel to the street in the Right -of -Way. Towards
the end of the alignment both lines turn off of US HWY BUS 64 and travel in the direction of the
Pittsboro W WTP. The raw sewage effluent main dumps into a proposed gravity sewer s
mentioned above and the finished effluent main connects to the existing wastewater plant.
2.0 EXSISTING SYSTEM
Currently the Town of Pittsboro has a Wastewater Treatment Plant that serves the immediate
area. It is permitted for direct discharge of 1.23 MGD to Robeson Creek in compliance with its
NPDES permit. The currently under construction Chatham Park Decentralized Water Resource
Recovery Facility is being built to serve the initial wastewater needs for the planned Chatham
Park development. The design capacity for the DWRRF will start at 0.5 MGD with a build out
capacity of 1 MGD. Additionally, the DWRRF is designed as a conjunctive use facility
providing effluent quality meeting requirements for discharge at the existing Town of Pittsboro
WWTP outfall at Robeson Creek in accordance with their NPDES permit requirements as well
as to meet the requirements for Type 2 RCW for reuse applications. The raw and effluent force
main proposed in this project will connect the distribution system between the DWRRF and the
existing Pittsboro plant. In the future when Chatham Park's reclaim distribution system comes
online, finished effluent will be pushed through the effluent force main to the Pittsboro plant
where it will either be chlorinated for reuse applications or discharged. During periods of high
wastewater flow the raw sewage force main can be used to divert excess flow beyond the
DWRRF's capacity to the existing Pittsboro plant.

Dear Mr. Robinson:
In response to the comments from your emails dated 12j7/18 and 12/11/18, please find the
following comment responses.
Questions from the 12/7/18 email:
1. On the CLLC application, Section IX.5 is checked "no". PIease explain.
Response: Per 15NCAC 02T.0105c(6), all permits required have to be prepared,
applied for or obtained. At the time of application, the required 401/404 permit
requirements were not clear based on USACE direction due to an easement
issue. This has since been remedied and the box should correctly be checked
"yes".
2. On the DWRRF application, Section IX.3 is checked "no". Please explain.
Response: The above statement and 40V404 application noted above was also
the cause for confusion over this item. Based on direction and corresponding
application, this box can also be checked "yes".
3. On both applications, in Section X.2., the P.E.'s name should be printed in the
blank, and the P.E.'s signature and date should be printed on or near the actual
seal. I think this is a NCBELS requirement. Also, on this sheet, the permittees
name should be printed in the first blank in X.3.
Response: This has been rectified and the completed applications are attacted.
Questions from the 12/11/18 email:
Please keep in mind that a modified permit will rescind and replace the old
permit of the same number. So this new application should everything in the old
permit that will not be replaced, plus any new lines or lines will replace old
Iines. The reason I bring this up is because the new application states that it is for
9,225 if of 12" Forcemain. But the older version of the permit (4/11/01) has 28 IF
of 8" gravity line, 2,760 LF of 3" Forcemain, 3,795 LF of 6" FM, and 1,740 If of 6'
FM. Will the new 12" FM replace all of this? Or only some, while some it stays in
operation?
Response: The 9,225 LF of 12" force main included in the application is new to
the sanitary sewer system and not intended to replace any of the exsisting
infrastructure. All of the exsisting verbage in the exsisting permit, dated
4/11/O1, for 281F of 8" gravity line, 2,760 LF of 3" Forcemain, 3,795 LF of 6" FM,
and 1,7401E of 6' FM should remain. A map is attached for further clarification.
2. Also, the old permit is for 27,000 gpd and mentions 1,000 students. The new
permit states it's for 140,000 GPD. Section Vi.7 says to "see attached letter" for an
explanation of the 140,000 GPD, but I don't see where it explains where the
140,000 came from. This newly issued permit should only cover the 27,000 GPD
that were in the initial permit, plus any new connections that are being added as
part of the other project.
Response: The 140,000 GPD projection was based on hydraulic modeling done
for the future development of this area at the time of the original submittal
application. Since then, additional modeling has been done that projects the
sewer flow for the basin as 285,400 GPD. This number is reflected in the Master
Plan that has been provided to the Town of Pittsboro for planning purposes.
Excerpts from the report are attached and the area that pertains to this project is
refered to as Section 7.1 under "Regional Center".
Since the 285,400 GPD figure is future predicted flow, until development of the
surrounding area has occurred, flows from Northwood High School will be
redirected to the CLLC Pump Station for start up purposes and then returned to
it's original configuration once the pump station begins receiving flows large
enough to keep it running.

3. The permit states that this project is called the "CLLC Pump Station and FM
Improvements..." but Section 3.0 of the narrative call this "iuiprovernents proposed
for the Eno River Lift Station". And the old permit was called "North Woods High
School, Carolina Living & Learning Center". What should we call this project for
the purposes of the sewer extension permit that will be issued for it?
Response: The permit should retain the same name. A corrected narrative has
been attached.

Fast Track Sewer Extension Application (Form: FTA 04-16)
Dear Mr. Robinson:
We respectively submit this application for a Fast Track Sewer Extension Permit on behalf of the
Town of Pittsboro for the subject project. This project includes the instillation of approximately
10,875 LF of 12" PVC effluent force main and approximately 9,380 LF of 12" PVC raw sewage force
main to be installed parallel to US-64-BUS in NCDOT Right -of -Way between the future Chatham
Park Decentralized Water Resource Recovery Facility (DWRRF) and Pittsboro s existing Wastewater
Treatment Plant.
We are submitting two sets: one original, and one copy of the following documentation for your
review and approval:
• One (1) M&C Check in the amount of $480.00
• One (1) paper copy of the design narrative and supporting documents, including maps
• One (1) paper copy of the Fast Track Sewer Extension Application
• One (1) paper copy of the plans including cover sheet, index sheet, plan/profile sheets and
details sheets.
• One (1) paper copy of the Technical Specification
• One (1) CD containing electronic copies of the above documentation, each item in separate
folders.

Hi Ken,
Thank you for the project report. That was helpful in understanding this project more. With that said, we still need
additional information from you/Pittsboro before we can review the application and issue the permit.
First, the following questions/comments need to be addressed (these are only in reference to the CLLC PS & FM
application, and not the Chatham Park DWRRF application we received on the same day).
Section IX.5 is checked "no". Please explain.
In Section X.2., the P.E.'s name should be printed in the blank, and the P.E.'s signature and date should be
printed on or near the actual seal. I think this is a NCBELS requirement. Also, on this sheet, the permittees
name should be printed in the first blank in U. After we get the other issues straightened out, an new
application should be submitted with these items addressed.
As I mentioned in my December 11 email below, when a modified permit is issued, it rescinds the older versions
of the permit. So the application should include everything that is in the old permit that will remain in
operation, everything new that is being added, and remove anything in the old permit that will be taken out of
operation (please see my Dec 11 email for more detail)

stations. The new application only describes 1 pump station. Will one of the two pump stations in the
old permit be abandoned? if not, the new application should include two pump stations.
4. The old permit is called "North Woods High School & Carolina Living & Learning Center". Should the new
permit, that will rescind the old permit, keep the same name? Or should it be named something else?
5. Section 3.0 of the narrative call this "improvements proposed far the Eno River Lift Station".
6. The old permit was for 27,000 GPD. This appears to be for the North Woods HS and the Carolina Living and
Learning Center. The new application is for 140,000. There is a document that explains how the 140,00 was
calculated (369 apts @ 200 gal/unit; 600 seat theatre @ 5 gal/seat
a. What design flowrates are used? It does not appear to be from 02T .0114(f).
b. How was it determined that using low flow fixtures would reduce the flow by 15%?
c. Does the 140,000 include the 27,000 that was in the older permit? (it should, since the modified permit
will rescind the old permit).

In addition to the comments in my email sent on 12/7, we have some further questions regarding the
sewer extension application for the CLLC PS (Modification to WQ0010602).
Please keep in mind that a modified permit will rescind and replace the old permit of the same
number. So this new application should everything in the old permit that will not be replaced,
plus any new lines or lines will replace old lines. The reason l bring this up is because the new
application states that it is for 9,225 If of 12" Forcemain. But the older version of the permit
(4/11/01) has 28 IF of 8" gravity line, 2,760 LF of 3" Forcemain, 3,795 LF of 6" FM, and 1,740 If
of 6' FM. Will the new 12" FM replace all of this? Or only some, while some it stays in
operation?
Also, the old permit is for 27,000 gpd and mentions 1,000 students. The new permit states it's
for 140,000 GPD. Section Vi.7 says to "see attached letter" for an explanation of the 140,000
GPD, but I don't see where it explains where the 140,000 came from. This newly issued permit
should only cover the 27,000 GPD that were in the initial permit, plus any new connections that
are being added as part of the other project.
The permit states that this project is called the "CLLC Pump Station and FM Improvements..."
but Section 3.0 of the narrative call this "improvements proposed for the Eno River Lift
Station". And the old permit was called "North Woods High School, Carolina Living & Learning
Center". What should we call this project for the purposes of the sewer extension permit that
will be issued for it?
Please respond to the questions above before resubmitting anything. We have may have more
questions/comments that will need to be addressed first.
