A North Carolina Division of Marine Fisheries (DMF) Fisheries Resource Specialist has reviewed the
subject permit application for proposed actions that impact fish and fish habitats. This project was
originally received on October 29, 2018 and at that time concerns over negative impacts to shallow soft
bottom PNA habitat were expressed due to the scale of the proposed 96 slips marina. Based upon those
comments some portions of the marina were changed placing the slips in deeper water but the overall size
of the marina portion of the proposed project remained relatively unchanged. At that point comments
were submitted on December 20, 2018 stating that the NCDMF objected to the project unless it was
minimized to 56 slips which would in turn reduce over impacts to PNA habitat by roughly one-half acre.
The project was also placed on hold shortly after by the Division of Water Resource based on those
comments and potential degradation of waters. After further consultation with the applicant over the
fisheries habitat concerns the applicant agreed to reduce the number of slips in the proposed marina.
Based on the drawings dated January 22, 2019 the marina has been reduced to 56 slips which alleviates
the major fisheries concerns over significant impact to PNA habitat and this office will withdraw its
earlier object to the project from December 20, 2018.
NCDMF still believes any slips used for permanent docking should have lifts to prevent boats and their
motors from resting on bottom during low water events. The proposed marina is still a large development
in an area with limited water depths and shoaling can be an issue around large docking facilities due to
changes in flows; any proposal for dredging in the area in the future would likely face objections due to
the waterbody designation as a PNA and the resulting impacts to fisheries habitat.
