PIN No. 0782-24-2036 Dear Mr. Al-Zoubi: On June 11, 2018, Soil Services, PLLC (Soil Services) performed a flood hazard soils evaluation on the property referenced above at your request as part of the preliminary planning process. The subject property is approximately 14.68 acres in size and is located 5920 Yates Mill Pond Rd in Raleigh, Wake County, NC. The site currently consists of a vacant single story home, grass lawn and undeveloped forested land. Wake County Regulations Flood hazard areas of the county are subject to periodic inundation that may result in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety or general welfare (Article 14-10-1). Uses of flood hazard areas are restricted or prohibited by Wake County under Article 14 of the Wake County Unified Development Ordinance (UDO). The Wake County Planning Department uses transparent photographically enlarged maps (3 to 4 times the scale of maps as printed) of the published SCS Wake County soil survey to alert them to alluvial soils (flood hazard areas), which introduces distortion of soil boundaries in valleys of small streams. In the process, the linear extent and width of the "flood hazard soil" areas can become greatly exaggerated, especially at the head of drainways and/or large floodplains. Wake County realizes the potential for incorrect or misplaced flood hazard soil areas, thus Article 14 also specifies the steps necessary for a licensed soil scientist to classify and/or modify flood hazard areas. Results Prior to the field investigation, flood hazard soil areas within the project boundaries were identified per Wake County GIS as mapped by the Wake County Soil Survey (November 1970). The following Wake County flood hazard soil units are mapped within the project boundaries: Soil Map Unit Soil Type Cm Chewacla Wy Worsham Cn Colefax Phone: (919) 745-1928 www.SoilServices.us Fax: (919) 375-3969 Soil Services, LLC Project No. 1558-1 During the field investigation, hand auger boring locations and the boundary of flood hazard areas were flagged and located with a GPS receiver as shown on the attached evaluation map. Standard techniques of the USDA Soil Survey Program were utilized in this evaluation, which included making hand auger borings to depths sufficient for soil identification to the series level, and recording profile descriptions for flood hazard soil and upland soil in accordance with the Field Book for Describing and Sampling Soils, reference USDA-NRCS. Observations of the landscape topography such as slope, drainage patterns, etc. were recorded along with soil properties such as soil horizon, depth, texture, structure, wetness, and matrix and mottle color. Soil matrix and mottle hue and chroma color were determined by the use of a Munsell Soil Color Chart. The soil profile descriptions for each hand auger boring are included with this report. In reality, based on our field investigation, several areas are incorrectly identified as containing flood hazard soils and conversely there are several areas incorrectly identified as having upland soils that have flood hazard soils. These soils have been reclassified to the most appropriate upland or flood hazard soil series. The representative soil boring number, original soil series, and revised soil series if applicable are presented in Table 2. Based on this information, along with other information gathered on the site, a revised flood hazard soil map was produced and is enclosed with this report. Therefore, the flood hazard soil delineation has been revised to adhere to actual soil conditions, drainage features, and topography/landscape position as shown on the attached map.
