Dear Ms. Beckwith:
I have enclosed a set of plans, a PCN application for NWP #23, a figure set, permit drawings,
and a preliminary jurisdictional determination request relative to the proposed extension of SR
1631 (Crossroads Parkway) to SR 1549 (Calvin Edney Road) in Mars Hill, Madison County, NC
(TIP# R-5779).
We propose to extend Crossroads Parkway from the existing terminus for approximately 0.3 mile
south to Calvin Edney Road. The proposed 2-lane road extension will include 11’ travel lanes
and 6’ grass shoulders. The roadway extension will result in permanent impacts to 180 linear feet
(LF) of Stream SB (UT to Big Branch) with an additional 81 LF of bank stabilization and outlet
protection at four sites. Temporary impacts to 60 LF of Big Branch and stream SB are necessary
for temporary construction access. Big Branch is approximately 12’ wide and 1’ deep with a
predominantly gravel and cobble substrate. Stream SB is approximately 8-9’ wide and 6” deep
with a predominately sand and cobble substrate. Both streams are classified as WS-II; High
Quality Waters.
Existing channel morphology will be maintained at the bank stabilization sites and upstream and
downstream of the culvert. Riparian vegetation will be reestablished along disturbed areas
associated with the project.
This project will not affect the northern long-eared bat (Myotis septentrionalis) (NLEB) or the
gray bat (Myotis grisescens). Marella Buncick confirmed that the proposed project is not located
within a county or watershed known to contain NLEB hibernation or maternity roosting sites and
therefore has met the criteria required for the USFWS 4(d) rule and any associated take is
exempt. Additionally, Marella Buncick confirmed that habitat for gray bat is not present within
the study area.
