Greene Environmental Services, LLC was previously investigating the Parcel under the Site name Barber Creek. On November 30th, 2018, the City signed a landowner authorization form allowing RS to act on behalf of the City as their Agent for this project. RS wrote the attached Viability Assessment Request with information gathered during Greene Environmental Services consulting period, specifically a Nov. 22, 2017, On -Site Determination for Applicability to Tar -Pamlico Riparian Buffer Rules letter, and an e-mail, sent from you to Jeff Becker (both are attached for reference). Within that e-mail, there were three main concerns regarding the project at that time, existing utilities, permits, and existing paths & roads. With RS's submittal of the attached Viability Assessment Request, RS has attempted to respond to those issues. Upon your review of the attached information, we request an in- person meeting to discuss the issues previously mentioned and moving the project forward. Detailed Site/Parcel Description: Project Location/ Ownership The Site is located approximately 4 miles east of Greenville in Pitt County, NC (Figure 2) and within the municipal boundaries of Greenville. The City of Greenville owns the parcels associated with the Site, which have historically been used as agricultural fields by private landowners and as biosolid irrigation fields for the City's Waste Water Treatment Plant. The Site is within the Tar -Pamlico River Basin (United States Geological Survey (USGS) 8 -Digit Cataloging Unit (CU) 03020103) and specifically, in the 14 -digit USGS CU 03020103070030 (Figure 1, Appendix A). NC PIN# Acreag City of Greenville J45 / 527 2147483648 72.04 City of Greenville 236/573 2147483648 160.96 City of Greenville 250/354 2147483648 341.58 Parcel Overview The Site encompasses three parcels, totaling 574.58 acres of historic agricultural land and includes two surface water conveyances with direct hydrologic connection to two unnamed tributaries which drain immediately to the Tar -Pamlico River. A third unnamed tributary is also present onsite and connects to an onsite tributary before entering the Tar -Pamlico River. Site features are further detailed on the attached figures. On November 14th, 2017 Chris Pullinger and Katie Merritt of the NC DWR visited the site to conduct an on-site determination for applicability to the Tar -Pamlico Riparian Buffer Rules. Figures presented in this viability request for were developed using the letter written by Mr. David May regarding the November 14th, 2017 site visit. Parcel surface water conveyances and unnamed tributaries have been cleared of vegetation by historical agricultural practices (See attached historical imagery from 1978) and maintained as cleared surface water conveyances. Small pockets of disturbed forests do remain on Site; predominantly located near unnamed tributary 3. Existing dirt roads, a powerline, and a small agricultural building are located on the property and will either be outside of the proposed restoration areas, relocated, or removed completely. Physiography Floodplains and Low Terraces. Regional physiography is defined by large, sluggish rivers, deep -water swamps, and some oxbow lakes. The alluvial deposits of the floodplains and terraces tend to have abrupt textural changes (Griffith et al. 2002). Elevations within the Site range from 18 — 7 feet National Geodetic Vertical Datum (NGVD). Agricultural land and disturbed/fringe forests dominate the watershed. Surrounding area land use is primarily row -crop agriculture, with some low-density residential housing and cattle pasture. City of Greenville Waste Water Treatment Plant (WWTP) Use The City of Greenville's Wastewater Treatment Plant is located at 240 Aqua Lane (approximately % mile from the Site). The facility was originally built in 1985 as a 10.5 MGD, secondary treatment, activated sludge plant. The facility was expanded in 1996 to tertiary treatment with a capacity of 17.5 MGD. The expansion included Enhanced Biological Nutrient Removal, Biological Phosphorus Removal, Tertiary Filtration, and Ultraviolet (UV) Disinfection prior to releasing effluent into the receiving stream (Tar - Pamlico River) under NPDES Permit #NC0023931. Residuals are currently managed by aerobic digestion, belt filter presses and beneficially composted offsite (Class A) by a third party contractor. Historically, the treatment facility produced —1,400 dry tons of biosolids annually. Biosolids were irrigated over the WWTP Farm acreage (^'330 Permitted — 700 Total) which was purchased in 1989 for this purpose. From 1989 until 2004 biosolids were applied, coastal Bermuda and livestock were managed on the property by Greenville Utilities Staff and farmers via annual lease agreements. This management strategy worked effectively for many years. With increased requirements for land application based on plant available nitrogen (PAN) and regulatory trends, land application of Class B biosolids became a more challenging disposal option. In 2004, GUC elected to adopt a new biosolids management strategy and ceased its biosolids land application program. The current management strategy utilizes a third -party contractor, currently McGill Environmental, to haul dewatered biosolids to a regional composting facility in Chatham County. The dewatered biosolids are composted with yard wastes, other biosolids, and residual materials to generate a Class A compost product. Timeline of Land Use Period Land Use Pre 1989 Pasture / Agricultural 1989— 2004 Irrigated biosolids with livestock (Bermuda Grass) Since 2004, Greenville Utilities has maintained the property in it's 1989 — 2004 condition so if the WWTP decided to irrigate biosolids waste again, it could. 2004—Present Coastal Bermuda grass has been maintained across the site, select herbicides have been used to remove noxious and invasive herbaceous species, surface features have been maintained, and the irrigation system has been kept in a working condition. This email serves as an update to the status of the viability assessment for the Barber Creek site on land owned and maintained by GUC. The site visit on November 14, 2017 revealed too many known and unknown site constraints that have led to the delay in providing GES with a Riparian Buffer & Nutrient Offset Mitigation Viability Assessment. In order to complete my assessment of the subject site, I will need additional information. Below, I have listed the site constraints that were observed on the property and the documentation needed to complete my assessment of the site's viability to generate riparian buffer mitigation &/or nutrient offsets: 1. UTILIES: Natural gas lines and other utility lines are present throughout the property both underground and above -ground. Their specific locations and associated easements were unknown at time of site visit. No digging, ripping of soil, or planting can occur within utility lines and associated easements. o Information Needed to complete viability assessment: Provide maps, plats, photos, and other supporting documentation showing where all gas lines and other utility lines are present both above ground and underground. Include the locations/widths of all utility easements as well. Gas Lines must be marked by certified personnel from the gas company. Include companies that own the utility easements and their respective contact information. 2. PERMITS: State, Federal and/or Local permits may be associated with this property. Wetland delineation flagging was observed onsite and gas lines were seen crossing wetlands. No knowledge of permits obtained for impacts associated with streams, wetlands or buffers was provided onsite. Therefore, DWR cannot determine if this site is in compliance for all impacts to streams, wetlands or buffers associated with the gas lines. o Information Needed to complete viability assessment: Provide a summary of all State, Local and/or Federal Permits associated with this property that are relevant for this viability assessment. Include all permits associated with stream, wetland and/or buffer impacts as well as permits associated with gas lines. Include who issued permits, who applied for the permits and include all approval letters from the agencies who issued the permits. 3. EXISTING PATHS & ROADS: The City of Greenville owns this property and has used the land for applying their biosolids associated with the WWTP. Therefore, existing dirt paths/roads are present and are adjacent to ditches and streams onsite where mitigation would be proposed. o Information Needed to complete viability assessment: Provide supporting figures showing all dirt paths/roads that are intended to be moved or realigned if needed for purposes of establishing a mitigation bank. Inspection sites consisted of jurisdictional stream and wetland crossings starting on the east side of the Tar River and continuing to Tranters Creek. At the time of site inspections Mr. Reed Chandler, Environmental Inspector, was present. The following sites were review: Stream Crossing at Tar River and Wetland A Pipe installed by directional bore and was in ground at time of inspection. Right of Way (ROW) was being cleared and removal of cut trees was in progress. Wood work mats were being removed as work progressed towards uplands and area is to be seeded with wetland seed mix. Stream Crossing at Moyes Run (Perennial RPW) and Wetland H Clearing of ROW has been completed and area was vegetated and appeared stable. Small frack-out within this area had been completely cleaned up and no evidence of the frack-out was remaining. Wetland 1 #2, Stream Crossing #8 (Grindle Creek), Wettand 1 #3 Grindle Creek and adjoining riparian wetlands were crossed by directional bore. ROW was cleared of trees and wetlands appeared stable and well vegetated. A frack-out was reported in this area on December 1, 2014 and it was noted that area of frack-out has been completely restored. Wetland X, Stream Crossing (Tranters Creek) Tranters Creek and adjoining riparian wetlands were crossed by directional bore. ROW has been cleared of trees and wetlands appeared stable and well vegetated. If riprap is required, please enumerate and clearly label the temporary and permanent impacts on the site plan and submit a channel restoration detail. Riprap must be located below the stream bed elevation. 4. Plan Details for Wetland and Stream Impacts: Please enumerate all wetland and stream impacts including fill slopes/ dissipater pads/ other impacts on the site plan and clearly label impacts (Wetland/ Stream Impact 1, etc.). The Division recommends highlighting by hatching or shading all impacts areas for temporary impact areas and permanent impact areas. Also, please provide a detailed engineering plan, profile view, and cross-section of all proposed crossing of streams, wetland, and or buffers. These drawings must also include details regarding stream alignment in relation to any proposed pipe alignment, pipe slope, pipe burial, and dissipater pad requirements, temporary dewatering design and impacts, and restoration of any temporarily impacted area. Plan Details for Buffer Impacts: Please enumerate all riparian buffer impacts on the site plan and clearly label impacts (Buffer Impact 1, etc.). Open -Cut Method Per Condition 9 of GC 4133, all work must be done "in the dry". Therefore, dewatering methods will be necessary to temporarily dewater the stream channel during pipe installation. Please provide a construction sequence that details the method of dewatering to be utilized at the site and the sequence of construction events to be followed to ensure compliance with this condition. In addition, please ensure that the location of the temporary impacts are shown on the construction drawings and clearly indicated in the revised impact table. Please provide an explanation of and details showing how turbidity curtains or other sediment barriers will be installed where the open - cut method will be utilized to cross stream and wetland complexes. Diffuse Flow: Per the Neuse and Tar- Pamlico River Riparian Buffer Rule, you must show that this site meets diffuse flow requirements. Typically, this can be accomplished level spreader -vegetated filter strip (Chapter 8 of the BMP Manual) or other BMP that removes 30% total N and 30% total P (when applicable) (http://portal.ncdenr.org/web/wq/ws/su/bmp-manual).
