Sincerely, bi`4 Ll Shelby Smith Pretreatment Coordinator City of Graham K� Narrative - 2017 City of Graham General Information General Program Information: • Allocation Table, Long Tenn Monitoring Plan, Sewer Use Ordinance, Headworks Analysis, Enforcement Response Plan, Industrial Waste Survey and Permits are up to date. The Industrial Waste Survey for City of Graham will be due April 2, 2018. City of Graham also has a Headworks Analysis due on September 1, 2018. • Data on the Division's Pretreatment Program Information Database is correct and accurate. • No SIUs were in Significant Noncompliance in 2017. General Permit Information: G & K Services had a name only change effective June 1, 2017. Their new company name is Cintas Corporation. Their permit (#0007) was modified to the new company name and so noted on the YUP permit history page on June 13, 2017. No other changes to the permit were made. The modified permit was sent to your office for approval, which was received by our office in a letter dated July 6, 2017. • SIU Permits for Cintas Corporation, Luxfer, Novaflex and Stericycle are now in their second year of the five year permit cycle. City of Graham gained a new categorical industry during 2017. Prescient Company Inc. is a 433.17 metal finisher. They received their permit (#3001) with an effective date of May 19, 2017. We received PERCS unit approval of this permit in a letter dated May 31, 2017. Prescient Company, Inc. did not begin discharge until June 13, 2017. This was a soft start opening, therefore discharge was minimal as they were setting up/testing equipment. During the month of June, Prescient only discharged for 8 days during their testing/setup phase. Due to Prescient not being fully operational during June there is no data for the first 6 months of 2017 with the exception of self-monitoring for pH on days of discharge as specified in their permit. In the second six-month monitoring period of 2017 City of Graham began monitoring for silver in all SIUs discharges. This was facilitated due to silver being a contaminant required for the new industry, Prescient Company, Inc, and due to upcoming potentials with our impending NPDES permit. Only Prescient Company, Inc, has a limit which is included in their permit. Cintas Corporation, Luxfer, Novaflex and Stericycle is being monitored only. Included at the end of this PAR is a copy of the letter which was sent to the SIUs explaining the monitoring of the silver. If at time of SIU permit renewals there is reason to continue monitoring, limits are needed based on information gathered and/or the City of Graham's new NPDES permit requires, silver will be added to affected SIU permits. SIU Information 1. Cintas Corporation (formally known as G & K Services) Permit No. 0007 (Industrial Laundry) 610 Woody Drive, Graham, N.C. 27253 Cintas Corporation had the following activities during the Jan. I- Jun. 30, 2017 reporting period: • Cintas Corporation had no violations this reporting period to report. • Cintas Corporation was monitored for 624 compounds, not listed on the IDSF forms. We found no problems with the results which are on file and available if needed. • Orders and Schedule Information: None • A to C and Construction Information: None Cintas Corporation had the following activities during the Jul. 1- Dec.31, 2017 reporting period: • Cintas Corporation had no violations this reporting period to report. • Cintas Corporation was monitored for 624 compounds, not listed on the IDSF forms. Luxfer Gas Cylinders Permit No. 2001 (Gas Cylinders) 40CFR 467.36 (Aluminum Forming) 235 Riverbend Rd., Graham, N.C. 27253 Luxfer bad the following activities during the Jan. I -Jim. 30, 2017 reporting period: • Luxfer had no violations this reporting period to report. • Luxfer was monitored for TTO compounds under 40 CFR 467.36. The results were all less than detect, therefore, well under the 0.424 mg/L permit limit. • Orders and Schedule Information: None • A to C and Construction Information: None Luxfer had the following activities during the Jul. 1- Dec. 31, 2017 reporting period: • Luxfer had no violations this reporting period to report. • Luxfer was monitored for TTO compounds under 40 CFR 467.36. Novaflex Hose Corp. Permit No. 1001 40 CFR 428 (Rubber Manufacturing) 449 Trollingwood Road, Haw River, N.C. 27258 Novaflex had the following activities during the Jan. 1- Jun. 30, 2017 reporting period: Novaflex had no violations this reporting period to report. Novaflex sampling on January 16-17"' 2017 yielded a BOD result which was reported from the commercial lab as >190 mg/L. I spoke with the PERCS unit in regards to this. Another BOD sample was collected for this six-month period on April 18-10 for proper compliance judgement. This result yielded a 101 mg/L, which was well within their limit. The commercial lab that is used for sampling/analysis was contacted about the result from the January event and the importance of actual results was discussed and it was explained to them that it is difficult to judge a > for compliance. Every effort will be made to avoid this in the fiiture. • Orders and Schedule Information: None • A to C and Construction Information: None NovaFlex had the following activities during the July 1- Dec. 31, 2017 reporting period: • NovaFlex had no violations this reporting period to report. • Novaflex was inspected on November 30, 2017. • Orders and Schedule Information: None • A to C and Construction Information: None 4. Prescient Company, Inc. Permit No. 300140 CFR 433.17 (Metal Finisher) 2125 Senator Ralph Scott Parkway, Mebane, NC 27302 Prescient Company, Inc. had the following activities during the July 1 -Dec. 31, 2017 reporting period: • Prescient Company, Inc. performed their 90 -day compliance testing on 8116/17 -- 8/17/17. The 90 -day compliance report was received in by this office on 9/8117. Prescient Company, Inc. was compliant with all Pretreatment Standards for New Source, Metal Finishing, Categorical Standards for this event. • Prescient Company, Inc. had one chronic and TRC violation for BOD out of four samples. A notice of noncompliance was sent, but Prescient Company, Inc. was not in SNC for BOD. • Prescient Company, Inc. had one chronic and TRC violation for copper out of four samples. A notice of noncompliance was sent, but Prescient Company, Inc. was not in SNC for copper. • Prescient Company, Inc. was inspected on December 8, 2017. • Orders and Schedule Information: None • A to C and Construction Information: None 3 5. Drawer 718 Graham, NC 27253 RE: Sampling for Silver Dear Mr. Whitley: Due to changes in industrial discharges in the City of Graham, silver is now being monitored at all Significant Industrial Users facilities that are discharging to the City of Graham. Your facility will notice on the report for July, 2017 sampling event, there are now silver results. Silver will be included with your normal 6 month sampling events. Silver now has to be evaluated as part of the City of Graham Headworks Analysis and is now included on our facility's Long Term Monitoring Plan as a pollutant of concern.
