Send all suspicious email as an attachment to report.spam@nc.gov<mailto:report.spam@nc.gov> All, I completed a compliance inspection at the above referenced site in Oak Ridge on 1/17/2019, specific to the Nationwide Permit 29 the Corps of Engineers verified for use on 8/1/2017. To this date site work in Corps jurisdiction is limited to access and clearing operations. The following items were noted during the compliance inspection: 1) At the location of the future 42" crossing, soil and tree debris have been pushed into the jurisdictional stream (see attached "Soil and Debris in Creek" pictures). This material is impounding water upstream of the action area and has led to turbidity downstream. 2) Soil material was placed over the existing pond dam for access purposes for site clearing. This action has caused the pond level to rise and run over the soil material on the dam, leading to sediment deposition in the stream downslope of the dam (see attached "Sediment in Creek" pictures). In order to resolve these permit non‐compliance issues, remove the soil and tree debris from the jurisdictional stream channel, and stabilize the stream banks to prevent further erosion and turbidity prior to the installation of the permitted 42" culvert. Further, using flat bottom shovels, remove the deposited sediment material from the stream channel downslope of the pond dam, down to the original stream bed grade and contour, and deposit the material in a stable manner outside of jurisdictional areas. Take appropriate action to stabilize the soil on the pond dam to prevent future runoff of sediment into the stream. These remedial actions must be completed within thirty (30) days of the date of this email. Once complete, please arrange a follow‐up site visit with me or email pictures showing that the remedial actions are complete. Please let me know if you have any questions.
