Project Description: NCDOT's Division 5 proposes to replace Bridge No. 50 on SR 1412 (Pete Smith
Road) over Devil's Cradle Creek in Franklin County. Bridge No. 50 was built in 1955, and is considered
to be structurally deficient and functionally obsolete; therefore, it has been scheduled to be replaced. The
Study Area far the project will be centered on the bridge and measure about 200 feet wide and about
1,403 feet (0.26 mile) long. Overall, the Study Area will encompass about 281,967 square feet (6.47
acres), inclusive of the existing roadway and structure to be replaced.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
This project was accepted on Friday, October 14, 2016. A map review and site iile search was conducted
at the Office of State Archaeology (OSA) on Monday, October 17, 2016. No archaeological surveys have
been conducted along this particular stretch of SR 1412 (Pete Smith Road), and no archaeological sites
have been recorded within one-half (1/2) mile of the proposed project. Digital copies of HPO's maps
(Gold Sand Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last
reviewed on Monday, October 24, 2016. There are no known historic architectural resources located
within or adjacent to the Study Area for which intact archaeological deposits would be anticipated within
the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website),
USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental
factors that may have contributed to historic or prehistoric settlement within the project limits, and to
assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within
and surrounding the archaeological APE.
Brief Explanation of why the available inforination provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
Although this is a State-funded project, a Federal permit will be required. Permanent and/or temporary
utility and/or drainage easements will not be necessary. The need for additional ROW was not specified;
however, the size and shape of the Study Area have been drawn in a way to capture any possible impacts
beyond the NCDOT's existing 60-foot ROW. At this time, we are in compliance with NC GS 121-12a,
since there are no eligible (i.e. National Register-listed) archaeological resources located within the
project's Study Area that would require our attention. Based on the description of the proposed project,
activities may take place beyond the NCDOT's existing 60-foot ROW along SR 1412 (Pete Smith Road).
From an environmental perspective, the Study Area falls within a rural environmental setting in the
northeastern edge of the North Carolina Piedmont Plateau, and is composed primarily of two (2) soil

types: Chewacla and Wehadkee soils, 0-3% slopes, frequently flooded (ChA) and Pacolet clay loam, 10-
15% slopes, eroded (PaD2). Most of the APE is considered a flood hazard and consists of poorly drained
soils (i.e. CI�A) ar has succumbed to erosion (i.e. PaD2). Preservation of intact archaeological resources
would not be anticipated under such environmental conditions. Although no prehistoric or historic
resources have been recorded in the immediate vicinity of Bridge No. 50, archaeological remains would
be anticipated in well-drained upland locations beyond the limits of the Study Area. A review of current
LiDAR data shows no noticeable landscape features within the Study Area that would be compatible with
such landforms. Remnants of previous roadbeds or crossings of Devil's Cradle Creek may be present, but
would not be considered historically significant. The Office of State Archaeology (OSA) has reviewed a
couple projects within the vicinity of Bridge No. 50 for environmental compliance, including new water
lines along SR 1412 (Pete Smith Road) (CH 06-2875) and the replacement of Bridge No. 49 over Sandy
Creek, located about a mile to the north along the same road (ER 97-7251 [TIP# B-3173]).
Archaeological surveys were not recommended for either of these projects, based on the disturbed
contexts of the areas to be impacted. Utility lines were to be placed within the existing ROW of SR 1412
(Pete Smith Road), and Bridge No. 49 was to be replaced at its existing location with an off-site detour.
NCDOT's Archaeology Group has reviewed one (1) transportation-related project for environmental
compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC-
HPO) (see PA 15-02-0016 [TIP# B-4516]). The Study Area for the replacement of Bridge No. 52 on SR
1433 (Person Road) over Sandy Creek is quite similar to that at Bridge No. 50, not only in terms of shape
and size but also in its environmental and topographical situation. An archaeological survey was not
recommended for that project based on poor soil conditions, sloping topography, and previous review
work. As mentioned before, soil conditions (i.e. poorly drained) and topography (side slopes and non-
upland setting) within the Study Area would suggest a low probability far prehistoric and/or historic
archaeological materials to be present. Therefore, it is believed that the current Study Area, as depicted,
is unlikely to contain intact and signiiicant archaeological resources. No archaeological survey is
required for this project. If design plans change or are made available prior to construction, then
additional consultation regarding archaeology will be required. At this time, no further archaeological
work is recommended. If archaeological materials are uncovered during proj ect activities, then such
resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to
include notification of NCDOT's Archaeology Group.
