Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000 and Session Law 2006-246. We are forwarding Permit No. SW3150202, dated February 13, 2015, for the construction, operation and maintenance of the subject project and the wet pond. This permit shall be effective from the date of issuance until February 12, 2023, and shall be subject to the conditions and limitations as specified therein, and does not supersede any other agency permit that may be required. Attached for your records is the electronic copy for your files. Originals are being mailed out. This project will be kept on file at the Mooresville Regional Office. When we routed the WQv we found that due to the large surface area the WQv actually did not stage up very high on the orifice and so the release rate was small, but drawn out as there wasn’t much head to drive the flows. The larger orifice was partially selected to help control the other storm events for detention, and trying to keep them from staging up too high relative to the top of embankment. I don’t have information on the SHWT, but we will make sure the contractor is aware a liner may be needed in this situation. Please check your calculations. I came up with about a 6 hour draw down. The 8 inch diameter orifice is larger than I normally see. My calculations: Discharge Rate = Coda \[2 g Ho\] ^ 0.5 For a 8.0 inch diameter orifice r = 4.0 inches/12 inches/ft. = 0.333 ft. 2 2 A = 3.14 r= 3.14 (0.333) = 0.348 so Cd = 0.6 g = 32.2 Ho = (Temporary Pool Elevation-Permanent Pool Elevation) / 3 = (593.20-590.50)/3 = 2.7 Discharge Rate = 0.6 (0.348) \[(64.4) (2.7)\] ^ 0.5 = 2.753 cuffs 3 Water Quality Treatment Volume Provided: 58,539 ft 33 (58,539 ft/2.7 ft/sec) / 86,200 seconds/day =0.25 days Also, although not required by DENR rules, in order to function properly DENR recommends the permanent pool elevation be within 6 inches (plus or minus) of the SHWT elevation. Can you confirm the SHWT is within 6 inches of the Permanent Pool Elevation (590.50)?
