This inspection was conducted in support of the permit renewal request received December 3, 2018 and to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0024756. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Wilmington Regional Office. The following deficiency(s) were noted during the inspection: Inspection Area Description of Deficiency End Use -Infiltration Current permit indicates the infiltration field is supposed to have filter cloth covered by tire chips, but chips not present and field covered with vegetation with no evidence of filter cloth. Field not allowed to have vegetation per current permit. End Use -Infiltration Field is elevated approx 3 feet above grade and surrounded by a 4-foot masonry wall with no gate, ramp, or stairs to access it thus need something installed. Permittee and operators need to ensure the meter can chart with data downloaded at least weekly to avoid loss of too much data should something happen. Data and Records Missing monthly reports; need to ensure are sent by method to confirm our receipt to avoid penalty for late or missing reports. System Operation Dedicated parking for operations staff and larger vehicles is needed. Permit Posting item identification, ownership w/contact info, and 24-Hour emergency contact info needed for plant and pump station. In addition, the issues below must also be addressed: Add required area lighting for pump station and ideally plant as well. Remedial actions should have already been taken to correct this problem and prevent further occurrences in the future. The Division of Water Resources may pursue enforcement action for this and any additional violations of State law. To prevent further action, carefully review these deficiencies and address the causes of non-compliance to prevent the recurrence of similar situations.
