Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The culvert is to be buried one foot below the stream bed with an endwall, which reduces the permanent impact 6+/- feet. The top of the rip -rap to be placed at original stream bed elevation. Fill slopes to be steepened to a maximum grade, 2:1. During construction, the stream will be sandbagged and pumped for dry installation to minimize the stream impact. 2.
