Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: During the first two phases of the project, plans were redone to avoid all impacts. Roadways were redesigned to avoid channel crossings and wetland areas, and property lines were redrawn. A bottomless culvert is being utilized on one of the necessary stream crossings to avoid impacts to that reach. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Headv✓alls are being used to reduce culvert lengths, while being able to keep the roads within the grade tolerances. 2.
