The remainder of the site is wooded. Two bottomland hardwood forest wetland fingers encroach into the property from the south. Residential is the general land use in the surrounding area. Explain the purpose of the proposed project:* The purpose of this project is to construct a newwastewater treatment facility, as well as a new access road, that meets Onslow County Fire and EMS design criteria, on the property. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* This project involves the construction of a newwaste water treatment plant (WWTP) and the disassembly of the old WWTP, as well as the construction of a new access drive into the new WWTP. Clean earthen fill will be placed within the wetlands, at Impact Area A, which will serve as the road base of the newaccess road. Impact Area B will also be filled, with clean earthen fill that is excavated from the proposed tank locations. The fill is necessary to provide adequate maintenance area around the plant, as well as stability of the slope once the plant has been completed. Culverts and/or stormwater ponds are not proposed as part of this project. Large machinery, such as dump trucks, backhoes and front end loaders will be used to complete the work. 4j. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Prior to land disturbance,the wetlands will be clearly marked and silt fence installed along the wetland bound line and limits of impact, to help ensure sediment is not discharged into the resources. Additionally, S&EC measures will be installed to collect construction stormwater before discharging into downstream receiving waters. Lastly, the S&EC measures will be inspected at least once a week and after a rain event that produces > or = to 0.50" of rainfall within a 24 hour period. 0.220 (acres) 2g. JURISDICTIONAL DETERMINATION (JD) TYPE (Select One) ❑� I am requesting that the Corps provide a preliminarX JD for the property identified herein. A Preliminary Jurisdictional Determination (PJD) provides an indication that there may be "waters of the United States" or "navigable waters of the United States"on a property. PJDs are sufficient as the basis for permit decisions. For the purposes of permitting, all waters and wetlands on the property will be treated as if they are jurisdictional "waters of the United States". PJDs cannot be appealed (33 C.F.R. 331.2); however, a PJD is "preliminary" in the sense that an approved JD can be requested at any time. PJDs do not expire. ❑ I am requesting that the Corps provide an approved JD for the property identified herein. An Approved Jurisdictional Determination (AJD) is a determination that jurisdictional "waters of the United States" or "navigable waters of the United States" are either present or absent on a site. An approved JD identifies the limits of waters on a site determined to be jurisdictional under the Clean Water Act and/or Rivers and Harbors Act. Approved JDs are sufficient as the basis for permit decisions. AJDs are appealable (33 C.F.R. 331.2). The results of the AJD will be posted on the Corps website.
