No: na Funding: � State ❑ Federal Federal Permit Required? � Yes ❑ No Permit Type: 404 and 401 Project Description: NCDOT Division 5 intends to extend SR 1632, Louis Stephens Drive, from Poplar Pike Lane to SR 2153, Little Drive in Morrisville. The Request for Cultural Resources Review form lists the proposed project area as a 4000-foot (1219.2-meter) long corridor with a 110-foot (nearly 33.53- meter) wide right-of-way (ROW). An area of potential effects (APE) encompassing nearly 31.5 acres (more than 12.74 hectares) was established for the archaeological review to cover the proposed project area. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A review of the site maps and files archived at the North Carolina Office of State Archaeology was conducted on April 18, 2016. No previously identified archaeological sites are recorded within the proposed APE, however, a handful of archaeological sites (31WA552, 31WA553, 31WA554) are recorded to the southeast of the project area in a physiogaphic setting that is similar to the one mapped for the current APE. An examination of the North Carolina State Historic Preservation Office HPOWEB GIS Service revealed no recorded historic properties within .5-mile of the proposed APE. An examination of soils in Wake County presented on the National Resources Conservation Service Web Soil Survey indicates that the following soil types fall within the delineated APE: Chewacla sandy loam, 0 to 2 percent slopes, frequently flooded (CmA); Congaree silt loam, 0 to 2 percent slopes, frequently flooded (CpA); Creedmore sandy loam, 10 to 20 percent slopes (CrE); Pacolet-Gullied land complex, 4 to 25 percent slopes (PgF); Wehadkee and Bibb soils, 0 to 2 percent slopes, frequently flooded (WoA); White Store sandy loam, 6 to 10 percent slopes, moderately eroded (WsC2); and White Store sandy loam, 10 to 20 percent slopes (WsE). No further archaeological investigations are required for the project within the new area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. "No ARCHAEOLOGYSURVEYREQUIRED " form for the Amended Minor Transportation Projects as Qualified in the 201 S Programmatic Agreement. 1 of 6 Project Tracking No.: 16-04-0014 Brief Explanation of why the available information provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE: Aerial photographs of the proposed APE certainly suggest a large degree of landscape modification including tree clearing and the initial grading associated with a future roadway. Soil mapping and local topography also suggested that steep slopes, soil deflation, and erosion may dominate conditions throughout much of the proposed APE. Nevertheless, it was deemed prudent to conduct a brief reconnaissance of the project area to definitively establish the conditions along the proposed new location for the transportation facility. On August 5, 2016, NCDOT archaeologists, Shane Petersen and Brian Overton conducted a visual inspection of the APE from Parkside Valley Drive to the unfinished portion of Louis Stephens Drive at the northern end of the APE. As predicted, severe landscape alterations were evident along much of the project area, with sloped or low and wet areas along the margins of the proposed project area.
