2017 PAR Narrative
GENERAL PROGRAM INFORMATION
• Attached is the Pretreatment Program Info Sheet.
■ The HWA was submitted to DWR on 10-30-2017 and is currently under review. The allocation
table attached is representative of our most current approved HWA/AT.
■ The Town of Holly Springs requested a recension of the land application permit W00019098 in
a written letter dated August 8, 2017 send to Troy Doby of the Non Discharge Permitting Unit.
The Town did not land apply sludge in the calendar year 2017.
■ The corrected phone number for Amy Moore reflected on the Info Sheet is 919-557-2907.
GENERAL PERMIT INFORMATION
• No permits lapsed or expired prior to renewal.
SN INFORMATION
South Wake Landfill, (1UP # 001)
■ The landfill operated normally in 2017 without incident or violation.
■ Novartis Vaccines and Diagnostic (IUP4002) aka, Seqirus
A letter was received on August 5, 2015 stating that Seqirus, INC had purchased the Holly
Springs Novartis Vaccines and Diagnostics site. While the purchase is public, and changes are
being implemented it was decided to reflect change of ownership at permit renewal since the
company is implementing staffing changes and restructuring. The permit expired December 31,
2017 and was renewed January 1, 2018 to reflect new ownership.
Novartis received a Notice of Non-compliance for failure to notify the POTW of the exceedance
of total phosphorus monthly average in January 2017, within 30 days of their first knowledge.
Novartis received two Notices of Violations for exceeding total phosphorus monthly averages for
the months of January and February 2017. As a result of the higher phosphorus loading Novartis
increased sampling to show a better representation of their daily discharges as opposed to one

day a month. A total phosphorus "study" was conducted over a two week period to show
elevated levels during their peak manufacturing cycle vs the lower concentrations during periods
of lower manufacturing. The N returned to compliance and did not reach SNC due to the
increased monitoring_
Novartis has done extensive in house studies in an effort to reduce total phosphorus loadings to
the POTW. In late 2018, early 2019 they will modify their process to FCC 3.0 which will reduce
their total phosphorus discharge by approximately 67%. The IUP 002 renewal reflects and details
the changes and has representative limits for 2018 and 2019.
