Danieley B own, CEO Roanoke Rapids Sanitary District Enclosures CC: Steven Ellis ORC, WWTP Isabelle Wilcoxon, Pretreatment Coordinator Narrative Roanoke Rapids Sanitary District NPDES NCO024201 1/1/17-12/31/17 GENERAL INFORMATION General Program Information • AT, LTMP, HWA, SUO, ERP, and Permits are up to date. • The District's SUO revision was submitted as a draft on 10/12/2011 and was approved by the PERCS Unit 10/21/11. A copy of the District's Board approved SUO was forwarded to PERCS Unit on 12/13/2011 with additional information submitted on 1/6/2012. • A change was made to the PERCS database. • The LTMP was revised after a PCT and submitted to PERCS February 20, 2017. Approval was received on February 23, 2017. • The 2016 PAR was submitted to PERCS January 31, 2017. • The five-year Headworks Analysis was submitted to PERCS on May 4, 2015. Approval was received August 4, 2015. General Permit Information • The permit for Kennametal, Inc. includes a categorical discharge pipe. • Current permits for Kennametal, Inc., Reser's Fine Foods, and Rosemary Power were renewed in 2017 with a June 1, 2017 effective date. • Permit for Reser's Fine Foods was approved by PERCS Unit April 7, 2017. Rosemary Power Station permit was submitted April 13, 2017. Approved 5/12/17. A modified permit was approved by PERCS Unit September 1, 2017. Kennametal, Inc. permit approved by PERCS Unit February 7, 2017. • Rosemary Power's permit was updated to include a categorical discharge, required by 40 CFR 423.17. • Rosemary Power was issued a Consent Order, June 21-28 2017. All conditions were met and it has expired. SIU INFORMATION Industrial monitoring was conducted for the three permitted industries during the reporting period from January 1, 2017 through December 31, 2017. Each of the three industries was inspected during 2017. During this reporting period, no industries were found to be in reportable non-compliance for: • SNC with limits - None • SNC with reporting — None • SNC on compliance schedule — None Violation summary for SIUs:- IU 000201— Kennametal First six-month period — Pipe 001 -No violations. NCO024201 CONSENT ORDER NO. 17-001 Pursuant to the provisions of the Roanoke Rapids Sanitary District Sewer Use Regulations, this Consent Order is made and entered into by Rosemary Power Station, hereinafter referred to as RPS, and the Roanoke Rapids Sanitary District, hereinafter referred to as the District. The District and RPS hereby stipulate the following: A. That RPS holds industrial permit number 007, for discharge into the District wastewater treatment plant. B. That RPS has a permitted flow limit of 0.085 MGD. C. That the District has the capacity, at this time, to allow the temporary additional flow from RPS for the purpose of reducing level of the cooling tower basin. Il. RPS, desiring to comply with the conditions of its permit, does hereby agree to do and perform the following: A. RPS shall have a discharge limit of 0.432 MGD during the effective dates ofthe Consent Order. B. RPS shall upon immediate notification by the District, cease additional discharge flow that is causing or may cause a sanitary sewer overflow, upset condition, and/or pass-through condition in the publicly owned treatment works (POTW). 111. Any violation of this Order shall be subject to the following: Violations of limits Failure to monitor, submit $200 per day, per violation required reports, or notify. 1V. The District reserves the right to alter or rescind this Order at any time during the effective dates. V. The effective dates of this Order are June 21, 2017, to June 28, 2017.
