Please review this draft carefully to ensure thorough understanding of the requirements and conditions it contains. There are several changes from the existing permit, including the following: • Based on the reasonable potential analysis (RPA)results, monitoring requirements for copper, zinc and silver have been removed from the permit [See A.(1)]. • The Tuckaseigee Water and Sewer Authority(TWSA)reported Total Silver at less than detection, with a detection level< 5 tg/L in the Discharge Monitoring Reports and Effluent Pollutant Scans. TWSA's allowable discharge concentration is 1.71 µg/L for Total Silver. DWR's laboratory identifies the Practical Quantification Limits (PQL) for Total Silver as 1 µg/L. In accordance with 15A NCAC 2B .0500, all data generated for Total Silver shall be reported to the lower reporting level of the procedure. TWSA should test for Total Silver down to the recommended PQL and as long as TWSA reports effluent Total Silver less than the PQL or a lower reporting level of the procedure, TWSA will be considered in compliance with its allowable discharge concentration. No limit has been added to the permit for silver. Quarterly silver monitoring has been maintained. • Some of the wording has changed in Special Condition A. (3.),Chronic Toxicity Permit Limit, please review each paragraph carefully. • Special Condition A. (4.)has been modified to include the specific three years in which the Effluent Pollutant Scan shall be performed (2020,2021,and 2022).In addition,at the end of the Special Condition, 2nd species Toxicity Testing Requirements for municipal permit renewals per Federal Regulations [40 CFR 122.21(j)(5)] have been added. o • Nooin Quality I Water rc N TM` ' 512 NorthrthCar SalisburylaDepartment Street 11617of Mail ServiceEnvironmental Center I RaleighDivision,Northof CarolinaResou 27699es -1617 °'P"'G°10'"m°°TM'v 919.707.9000 • Federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and program reports. The requirement to continue reporting discharge monitoring data electronically using the NC DWR's Electronic Discharge Monitoring Report(eDMR) internet application has been added to your NPDES permit [See Special Condition A.
