NC0025534 Dear Ms. Zhong The following is a summary of the Industrial Pretreatment Program for the City of Hendersonville, North Carolina for the period January 1, 2017 through December 31, 2017. All pretreatment program activities summarized in this report correspond with the reporting period dates. This narrative will identify general enumerated pretreatment program items as well as specific program updates identified by Section. The specific Section updates are identified as follows: Section 1 Any SIU with any violations during the report period; Section 2 An enumerated summary of reasons for, status of, and actions taken for all Significant Industrial Users (SIU's)in Significant Non-Compliance(SNC), if any, and; Section 3 Any comments on pass through or interference at the POTW if any are related to violations of the POTW NPDES permit, for violations of the same parameter and; Section 4 Any enforcement or other actions taken by the POTW for any SIU's in SNC for reporting violations; Section 5 Description of compliance schedule activities, made by industries on compliance schedules, if any, with copies of the schedules issued or modified during the PAR. 305 Williams St. Ismith@hvinc.gov Phone: (828) 697-3073 Hendersonville, NC 28792- www.hendersonvillenc.gov Fax: (828) 697-3089 4461 Page 2 NARRATIVE PRETREATMENT ANNUAL REPORT(PAR) NO. 24 REPORT PERIOD: JANUARY 1 2017—DECEMBER 31, 2017 NPDES PERMIT NO. NC0025534 General Pretreatment Program item updates: 1. Sampling and analytical data results are recorded on computer software for analysis as well as on hard copy. Data summaries are included in this report for review. 2. The number of SIU's on the City's Industrial Pretreatment Program is indicated on the appropriate form. A list of the industries and their permit limitations are included in this report. 3. Copies of all written Notices of Violation, if any, and written responses from the industries are not enclosed in this report but are available upon request. 4. The City conducted formal inspections of all the Significant Industrial Users on the pretreatment program during this reporting period. 5. Spreadsheets have been developed to handle POTW, LTMP, and SIU monitoring data. The spreadsheets generate PAR data, reports, track compliance status of effected industries, and link LIMP data to automatically update the POTW Headworks Analysis model and POTW Allocation Tables. 6. Copies of the current HWA and Allocation Table are enclosed in this PAR. The HWA was approved May 31, 2013 and modified on September 6, 2016 to include a flow limit change for Kimberly-Clark. 7. Permits for Coats North America, General Electric and Kimberly-Clark Corporation expire December 31, 2018 at midnight. All Sills are operating under 5 year permits approved through the State. The permits meet the minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(I)(iii). 8. No significant industrial users(SlUs)were in significant non-compliance (SNC)during this reporting period,for either the January-June 2017 compliance period or the July-December 2017 compliance period. Kimberly-Clark reported flow data from a flooded flow meter in April 2017,which resulted in false SNC conditions being reported. 9. No public notification needed to be made during this reporting period. The last required public notice was 12/25/89. 10. There were no modifications made to the SIU permits during the period covered by this PAR. 11. NC0025534 Section 1 Any SIU with any violations during the report period. January -June Period: Kimberly-Clark Corporation loading data indicated that ammonia, copper, nickel, and zinc mass limits exceeded permit limits in April 2017. These exceedances were due to the reported high level of flow that day and not due to the actual daily concentration of those constituents. The April 2017 sampling event was conducted during a high rainfall event and the flow meter reported falsely high flow data due to flooding conditions. Kimberly-Clark has been notified that the sample should not have been taken during this high rainfall event. July-December Period: None. Section 2 An enumerated summary of reasons for, status of, and actions taken for all Significant Industrial Users(SIU's) in Significant Non-Compliance(SNC). There were no SIU's in Significant Non-Compliance (SNC) during either of the compliance periods covered by this PAR. Section 3 Any comments on pass through or interference at the POTW if any are related to violations of the POTW NPDES permit,for violations of the same parameter. There were no SIU's in SNC for reporting violations during either compliance periods covered by this PAR. Section 5 Descriptions of compliance schedule activities, made by Significant Industrial Users on compliance schedules, if any, with copies of the schedules issued or modified during the PAR. Copies of the compliance schedules (if applicable)will be found toward the end of the PAR. No compliance schedules were issued or modified during the report period covered by this PAR. The City continues to participate in curbside recycling for plastic, glass, aluminum, mixed paper, cardboard,junk mail,fiberboard and newspaper. During this reporting period the City continued to include all departments in its adopted buy-recycled policy and increased recycling participation in its offices through awareness of City programs. Efforts to address proper oil and grease disposal practices by food service establishments continues to include waste surveys and disposal practices with up to date information about contacts for each establishment, site visits, on-site inspection activities and approval of Standard Operating Procedures. The City's sewer use ordinance includes grease trap and food establishment-related requirements to allow for better control of fats, oils and greases in the City's sewer collection and treatment systems.
