The utility project will not result in any new impervious surfaces. The proposed reclaimed water line will need to cross Burdens Creek to connect to the proposed reclaimed water line on the northwest side of Burdens Creek. Avoidance and Minimization 8.27MB 424.17KB 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Stream, wetland and buffer impacts were avoided and minimized to the maximum extent practicable in the design of the project. There are no proposed impacts to jurisdictional wetlands. There 30 LF of proposed stream impacts, 1,203 SF of Zone 1 buffer impacts and 401 SF of Zone 2 buffer impacts. There is one impact area where Burdens Creek will be open cut to install the reclaimed water line. Directional boring was considered for the stream crossing; however, this option would necessitate impacts to the wetland north of the proposed impact area in order to dig a bore pit. It was determined that open cutting Burdens Creek would have the least impact to jurisdictional surface waters. The open cut of Burdens Creek will be conducted in the dry utilizing cofferdams and pump-arounds to maintain normal downstream flows and minimize flooding to the maximum extent practicable. Excavation within the channel will be completed within as short a period of time as is feasible. After construction, the stream bed and banks will be returned to pre -construction elevations and will be stabilized and re -vegetated, as appropriate, immediately upon completion of the stream crossing. The attached Overall Impact Map (Figure 4) depicts the proposed project plan view and includes an inset showing the proposed stream and buffer impact area. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: A Sediment and Erosion Control Plan for the project will be developed and approved by Durham County, and the project will comply with the supplementary NPDES Construction Stormwater Permit (NCG010000). Permanent seeding and matting will be utilized for erosion control as construction progresses. During construction, disturbance will be limited to the length that can be stabilized at the end of each work day. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. The USFWS Raleigh Field Office's species list for Durham County (https://www.fws.gov/raleigh/species/cntylist/durham.html) and the NC Natural Heritage Program Data Explorer (http://ncnhde.natureserve.org/content/map) were accessed on January 4, 2019 to determine if the project will impact Endangered Species or Designated Critical Habitat. The USFWS iPac tool could not be accessed to generate an official species list for the project area due to the ongoing Federal government shutdown. The USFWS Raleigh Field Office website lists three endangered species in Durham County: Michau)(s sumac (Rhus michau)di), smooth coneflower (Echinacea laevigata) and dwarf wedgemussel (Alasmidonta heterdon). Additionally, Carolina madtom (Noturus furiosus), Neuse River waterdog (Necturus lewisi), Atlantic pigtoe (Fusconaia masoni), green floater (Lasmigona subviridis) and Septima's clubtail (Gomphus septima) are listed as At Risk Species. There are no critical habitats listed within Durham County. There is no suitable habitat for Michawes sumac or smooth coneflower within the project area. Based on the USFWS Raleigh Field Office website, dwarf wedgemussel is not known to occur in the Cape Fear River basin. Therefore, it is believed that no adverse impacts to threatened and endangered species and their known habitat will occur due to the construction of the proposed project. The linear project area extends approximately 1,000 LF from a recently permitted reclaimed water main along Burdens Creek northwest of the BASF property to a location on the north side of the BASF building. The subject property is shown on the attached U.S. Geological Survey (USGS) 7.5 -minute Southeast Durham, NC topographic quadrangle (Figure 1). The subject property is owned by BASF Corporation. The project area is forested; land use in the vicinity is forested, office and freeway. Figure 2 depicts the subject property on an aerial photograph of the area. McAdams conducted a review of SHPO's records for the subject property on January 7, 2019. No structures were identified within 0.25 -mile of the subject property. We are requesting consultation regarding the project's impact to historic properties.
