Atlas Environmental Inc. staff conducted a pedestrian review of the Old Murdock Road
Industrial site, referenced above, on October 16, 2018 for the first quarterly review of
the stream monitoring. As required in the North Carolina 401 Water Quality Certification
issued January 26, 2018 and as specified in condition 3: Due to filling the headwaters,
the stream shall be monitored for a distance of at least 150 linear feet... quarterly for one
year with a conditional additional year. Atlas staff has been periodically observing the
receiving water since the 401 was issued in January 2018.

Introduction
Atlas Environmental Inc. (Atlas) staff conducted a pedestrian survey of the Old Murdock
Road Industrial site on October 16, 2018 to document the status of the stream located
immediately north of the project site across Murdock Road. The stream flows North
through a culvert located under Murdock Road for approximately 975 linear feet to a
confluence with Duck Creek, a class C water. Permitted impacts on site included 0.11
acre of wetland and 63 linear feet of stream. As required in the North Carolina 401
Water Quality Certification issued January 26, 2018 and as specified in condition 3: Due
to filling the headwaters, the stream shall be monitored for a distance of at least 150
linear feet down gradient of Murdock road... quarterly for one year with the possibility of
an additional year depending on the results.
Assessment
No rain was recorded within 48 hours prior to the stream assessment at the nearest
weather station located in Troutman NC. The weather station is located approximately
1.2 miles south of the subject site. The stream was evaluated in detail for
approximately 150 linear feet north of the culvert under Murdock road. The remainder
of the stream, to the confluence with Duck Creek, was walked to access general
stability.
Strong perennial stream indicators were observed along the first 150 linear feet of the
stream assessment. The stream exhibited strong bed and bank with visible hydric soils.
The stream was receiving flow from the culvert under Murdock Road. Water was
flowing along the entire assessment reach to the confluence with Duck Creek. The
sediment basins located on the site had very little standing water. Due to the lack of
water in the basins it is opinion of Atlas staff that the discharging water is originating
from the filled head waters as groundwater flow. It is also suspected that the
hydrogeology of the subject site is receiving additional groundwater input from BMP
infiltration. Due to the small drainage area of the stream, 0.067 square miles, the
observed base flow is appropriate.
Atlas staff has been periodically observing the receiving stream since January 2018.
The stream showed signs of instability prior to development commencing at the project
location. The culvert underneath Murdock Road is perched and the stream showed
signs of historic unstable banks. Atlas staff expects the stream to repair itself over time
as Duck Creek has done further downstream.
General Stability Assessment
The geomorphological features of the stream indicate long lasting instability potentially
originating along Duck Creek. The unnamed tributary is highly entrenched with portions
of the stream being deeper than the maximum width. These conditions, lacking
floodplain access, increase the channelization and sheer stresses during flood flows
resulting in the upstream migration of head cuts and extreme bank erosion. Sections of
the unnamed tributary are beginning to widen, due to bank erosion, abandoning the

historic floodplain and forming small vegetated floodplains within the high terraces.
While it is not possible to date the period of initial instability due to the extent of
entrenchment and current bar building the cause of instability is not due to the
construction at the Old Murdock Road Industrial site.
