Good morning Tom,
I'm Donavon Pullen with ZAPATA Engineering, the design consultant assisting Trend Construction with the South
Wharf Lagoon Closure within MOTSU at Southport, NC. With the direction stated below to continue the closure
operation, we wanted to verify the final certification closure process. we understand that we need to provide the following
items within the engineers certification per Item I of the NCDEQ Lagoon Closure Guidelines:
1. Letter by the overseeing P.E. stating the actions were in accordance with the approved plan . Are we required
to provide the exact milestone dates associated with all actions taken? How detailed does this letter need to
be in regards to how Trend installed according to ZAPATA's design plans?
2. For wastewater disposal, submit a copy of the monitoring report that documents lagoon wastewater disposal
activities, certified by the facility ORC.
3. For sludge disposal, submit a copy of the records documenting lagoon sludge disposal.
4. Sampling results from any post -closure sampling conducted at the facility to document proper removal of
sludge in accordance with the approved closure plan shall be submitted.
5. Photos of closure activities documenting conditions prior to initiating closure and closure activities.
