ADDITIONAL REGIONAL STAFF REVIEW ITEMS
There is an existing 2-inch diameter PVC pipe that enters the storm drain from a dis-used irrigation vault that should be capped to
prevent unnecessary discharge from entering into the storm drain.
On December 20, 2018 MRO staff performed a technical assistance site visit for permit application NC0089842, Carolina Theatre.
MRO staff met with ECS Limited Staff, Joe Nestor and Chris Orrell, and Mr. Richard Grubbs of Carolina Theatre.
The primary purpose of this permit is to cover a temporary dewatering system to be used during construction where the groundwater is
impacted by chlorinated solvents. The City of Charlotte/Charlotte Water does not allow the discharge of groundwater remediation
system effluent into their collection system and WWTPs. The proposed system is designed to be operated sporadically with discharge
to an established storm drain outfall. Treatment of the water appears to meet requirements to reduce the pollutants, though the most
recent data does not note exceedances of those constituents. The storm drain outfall leads to an impaired stream (Irwin Creek).
Due to the irregularly occurring flow, it is recommended that chronic toxicity sampling be tied to periods when discharge actually
occurs and that the permittee provide additional information about the quantity and frequency of the flow when the operation is put in
place.
