The collection system consists of approximately 13.97 miles of gravity sewer, 1.58 miles of force main, and three(3) duplex pump stations. The Town of Robbins W WTP is an extended aeration facility. This facility has a design flow capacity of 1.3 MGD. Treatment is initiated at a preliminary treatment unit (headworks), Which consist of a grit removal unit, and manual bar screen. Screened wastewater is pumped to a secondary treatment unit. Dual activated sludge treatment units are equipped with center -feed clarifiers. Mixing and aeration are provided by diffused aeration .Caustic soda is added at the head of the system to add alkalinity. Aluminum Sulfate is added prior to the clarifiers to facilitate setting solids and to help remove phosphorus. Clarified effluent is disinfected by gas chlorination, and then de -chlorinated with sulfur dioxide. Settled sludge is either returned to the system as Returned Activated Sludge or wasted into an aerobic digester for further stabilization. Digested sludge is then land applied or ciewatered and transported offsite by a contract composting facility. The treated effluent wastewater is discharged into Deep River, in the Cape Fear River basin. COMPLIANCE PERFORMANCE: The Town of Robbins WWTP and Collection System are regulated by the NC Department of Environmental Quality (NCDEQ). The town holds a National Pollutant Elimination System (NPDES) permit that includes water quality limits and sample monitoring requirements. The NPDES permit requires the Town of Robbins WWTP to test 15 effluent characteristics in the treated water. The monitoring frequency for these effluent characteristics are set at various intervals to provide consistent results. The Town of Robbins WWTP consistently achieves 85% efficiency of removal of BOD and TSS. The following is a summary of testing for effluent characteristics that are assigned Water Quality Standards by the NPDES permit. In addition to the required testing, the WWTP conducted in-house control tests to ensure the proper operation of the wastewater treatment plant. Some of the plant control tests are pH, temperature, ammonia (NH3), alkalinity. Nitrates, dissolved oxygen, settle ability, suspended solids, and oxygen uptake rate. Performance Total Residual Chlorine: The Town of Robbins WWTP has a daily maximum discharge limit of 28 ug/L Total Residual Chlorine an still considered compliant <50 ug/L. There were 17 instances in 2018 where the Total Residual Chlorine(TRC) was found to be excess of the Daily Maximum Limit, but all instances were still <50 ug/L and still considered compliant. January 2018- No Violations February 2018- No Violations March 2018 Town of Robbins Public Works had a spill behind American Growler on 3/14/18 of approximately 3,740 gals. It lasted from 6:OOam to 4:OOpm and was due to debris in the line. It did not reach any surface water. NCDEQ was notified on 3/14/18 at 3:08 pm April 2018 Town Of Robbins Public Works had a spill of approximately 200 gals at a manhole behind American Growler on 4/30/18 that lasted from 10:00am to 12:OOpm due to debris in the line. May 2018- No Violations June 2018 Town of Robbins Public Works had a spill of approximately 30 gals on 6/11/18 at a manhole on Elm Street and Frye that lasted from 14:30 to 15:30 due to debris in the line. July 2018- No Violations August 2018-No Violations September 2018 Town of Robbins Public Works had a spill of approximately 7,500 gals on 9/15/18 at Candor pump station on sunset drive that reached the surface water simlin creek. The specific causes of the spill are due to severe natural conditions, inflow and infiltration, pump station equipment and power outage. NCDEQ was notified on 9/15/18 at 8:13 pm Town of Robbins Public Works had a spill at Shields Woods Pump Station of approximately 6,000 gals on 9/16/18 that reached surface Water Bear Creek. It lasted from 9/16/18 11:OOam to 9/16/18 10:OOpm. The cause of the spill was due to severe natural conditions and power outage. NCDEQ was notified on 9/16/18 at 7:35 pm. Town of Robbins Public Works had a spill on 9/17/18 at the Main Pump Station on hwy 705 of approximately 200,000 gals that reached surface Water Bear Creek. The incident occurred on 9/17/18 1:23am to 9/19/18 S:OOpm.The spill was caused by severe Natural conditions and flooding of the Main Pump Station. NCDEQ was notified on 9/17/18 at 2:OOam October 2018-No violations November 2018 Town of Robbins Public Works had a spill on 11/13/18 at the Main pump Station of approximately 6800 gals due to pump station equipment. It lasted from 11/13/18 7:OOam to 11/13/18 12:OOpm. NCDEQ was notified on 11/13/18 at 10:11 pm Town of Robbins Public Works had a spill on 11/29/18 of approximately 500 gals on sewer line behind Oak Street and park. The line was broken and repaired. The ORC of Collections reported it to NCDEQ on 11/29/18. The Town of Robbins WWTP was non -compliant on 11/13/18 for ammonia, Total phosphorus and conductivity after signing over samples to Pace Analytical which were lost in transit to the lab. The Town Of Robbins WWTP was non -compliant on 11/20/18 for Fecal Coliform sample that was signed over to Pace Analytical but did not make it to the lab in time to be analysis so was discarded before analysis could be done. December 2018 Town of Robbins Public Works had a spill on 12/27/18 of approximately 600 gals due to pulling Moore County's bypass pump and putting in a Godwin bypass pump. The Collections ORC notified the NCDEQ The Town of Robbins WWTP was non -compliant on 12/18/18 due to BOD being (41.1) when the weekly limit is 31.0. This is mostly because of the rain amount upsetting the plant. Notification The availability of this report will be placed at Town Hall, 101 N.
