SIGNATURE AUTHORITY POLICY
PURPOSE:
This Signature Authority Policy (this “Policy”) describes the delegation of authority to certain
employees to execute documents creating binding legal obligations on behalf of Cypress Creek
Holdings, LLC (“Holdings”) and the direct and indirect subsidiaries of Holdings (with the
exception of FLS Energy, Inc. and its direct and indirect subsidiaries, each subsidiary an
“Applicable Subsidiary” and collectively, the “Applicable Subsidiaries”).
Only Authorized Persons (as defined in this Policy) may execute documents and agreements on
behalf of the Company and the Applicable Subsidiaries. Violating this Policy could expose
Holdings and the Applicable Subsidiaries (collectively, the “Company”) to unintended legal and
commercial liabilities. Conduct that violates this Policy is outside the scope of your employment
and may subject you to appropriate disciplinary action by the Company, including possible
termination of employment. No individual is authorized to enter into verbal agreements binding
the Company and only the Authorized Persons named in this Policy are authorized to execute
written agreements.
Any individuals who have employees reporting to them should take all necessary steps to ensure
their employees know and follow this Policy. In connection, all managers should periodically
consult with their team to verify that appropriate procedures for implementation of this Policy have
been developed and are being followed.
Holdings has the right to amend this Policy at any time, including the right to add or remove
Authorized Persons. Any action by an Authorized Person taken pursuant to a proper delegation
of authority hereunder will not be invalidated because of subsequent issuances of this Policy.
SCOPE:
This policy is applicable to all officers, directors, employees, representatives and agents of the
Company, as well each Applicable Subsidiary.
POLICY:
Section 1 General
1.1 Approval Process and Compliance Documentation.
Legal and Finance review and approval of all agreements must be obtained prior to execution
pursuant to the Company’s then current Contract Approval Policy; provided, that, review and
approval pursuant to the Company’s Contract Approval Policy is not required for documents
executed on the Company’s standard forms (without revisions) or for the issuance of purchase
orders or statements of work subject to previously reviewed and approved master services
agreements or standard terms and conditions. The employee requesting execution of a contract is

responsible for ensuring appropriate approvals have been obtained and communicating this to the
requested signatory. At the time a person requesting execution of an agreement submits such
agreement to the proposed signatory, the requesting person must identify in an email or other
written document (a) which member of the Legal Team reviewed and approved the legal provisions
of the agreement and (b) which member of the Finance Team reviewed and approved the costs to
be incurred under the agreement and payment terms associated with the agreement.
Documentation of the appropriate approvals shall be maintained and agreements filed in the
appropriate locations by the party requesting the execution of the agreement. If the Company’s
Contract Approval Policy requires that contracts be approved through the use of a contract
approval software system then it is the responsibility of the person requesting execution of an
agreement to ensure such agreement has received the requisite approvals in such electronic system.
Authorized Persons executing agreements are required to verify that all appropriate approvals and
reviews required by the Company’s Contract Approval Policy have been obtained prior to
execution. Appropriate documentation confirming such approval can take various forms,
including email confirmation, the initialing of final contracts by requisite approving parties, or
automated emails from any electronic contract approval system implemented by the Company.
1.2 Related Party Transactions.
No Authorized Person may execute any agreement or approve any transaction by Holdings or any
Applicable Subsidiary with a Related Party of such Authorized Person. For purposes of this policy,
a “Related Party” includes the Authorized Person, the Authorized Person’s immediate family
(including such person’s spouse, parents, stepparents, children, stepchildren, siblings, mothers-
and fathers-in-law, sons- and daughters-in-law, or brothers- and sisters-in-law), and any entity in
which the Authorized Person or a member of the Authorized Person’s immediate family holds a
greater than a five percent (5%) beneficial interest.
1.3 Policy Interpretations.
Inevitably, it will be necessary for the Company to issue interpretations of various provisions of
this policy as unanticipated facts and circumstances may occur that are not specifically addressed
in this Policy. Such interpretations will be made in writing and shall be approved by the
Company’s Chief Executive Officer or the General Counsel.
Section 2 Delegation of Authority
2.1 Authorized Persons.
2.1.1 Applicable Subsidiaries
Each employee of the Company holding a title set forth in Section 2.2 shall be considered an
“Authorized Person” with respect to entry into agreements having an aggregate value within the
indicated Signing Threshold and may execute agreements on behalf of an Applicable Subsidiary
if such agreement falls within their respective Signing Threshold. For purposes of determining a
transaction’s aggregate value, an Authorized Person should consider the aggregate money or assets
to be transferred or received by the Company over the term of the applicable contract. No

Authorized Person may execute an agreement if the aggregate value of such agreement is in excess
of their applicable Signing Threshold. If the aggregate value of a transaction is not readily apparent
in the agreement, then only a “Tier 1 Signatory” may sign such document. It is the responsibility
of each Authorized Person to know their Signing Threshold. Dividing a commitment or
transaction into two or more parts to evade a limit of authority is prohibited and is a violation of
this Policy. This Policy will be interpreted broadly so that a series of reasonably related
transactions will be considered as a single transaction for purposes of determining approval and
authority levels required by this Policy.
Any Authorized Person executing an agreement on behalf of Cypress Creek Renewables, LLC
may do so using their official title of employment with the Company. Any Authorized Person
executing an agreement on behalf of any other Applicable Subsidiary shall do so using the title
“Authorized Person”.
2.1.2 Holdings
Only Tier 1 Signatories may execute agreements on behalf of Holdings regardless of the aggregate
value of the contract. Any Tier 1 Signatory may execute any agreement on behalf of Holdings
using the title of “Authorized Person”.
2.1.3 FLS
The FLS Energy, Inc. Signature Authority Policy (the “FLS Policy”) describes the delegation of
authority to the duly appointed officers (as set forth in the FLS Policy, the “Officers”) of FLS
Energy, Inc. (“FLS”) to execute documents creating binding legal obligations on behalf of FLS
and the direct and indirect subsidiaries of FLS (collectively, the “FLS Subsidiaries”).
Only the Officers may execute documents and agreements on behalf of FLS and the FLS
Subsidiaries, in accordance with the terms of the FLS Policy.

documents have been reviewed and approved by the appropriate Company personnel which may
differ depending on the nature of the document. For example, permit applications which include
technical information relating to a Company asset must be reviewed and approved by appropriate
persons having expertise in such areas. Regulatory filings should be reviewed and approved by
legal personnel. Authorized Persons are required to use reasonable discretion in making such
determinations prior to signing.
Note 8: Such agreements may include non-disclosure agreements or consents. Any Tier 1, Tier 2,
or Tier 3 Signatory is authorized to sign such documents provided appropriate legal personnel have
approved the document.

Note 9: Any Tier 1, Tier 2, or Tier 3 Signatory is authorized to sign correspondence on behalf of
an Applicable Subsidiary if such correspondence does not create legally binding obligations.
Note 10: Any licensed engineer employed by the Company is authorized to sign or stamp, as
applicable, engineering certifications, plans, drawings, specifications, studies, plats, and reports
on behalf of an Applicable Subsidiary in the state(s) in which such engineer is licensed, provided
that such engineer shall use the title “Authorized Person” when signing for any Applicable
Subsidiary, including Cypress Creek Renewables, LLC.
GROUND SUBLEASE AGREEMENT
THIS GROUND SUBLEASE AGREEMENT (this “Sublease”) is made and entered into as of
the 22nd day of April, 2016 (the “Effective Date”), by and between LANDMARK INFRASTRUCTURE
HOLDING COMPANY LLC, a Delaware limited liability company (the “Landlord”), and NASH 97
SOLAR 2, LLC, a North Carolina limited liability company (the “Tenant”).
W I T N E S S E T H:
A. On the Effective Date, Landlord entered into a Ground Lease Agreement (the “Prime
Lease”) with Dogwood Creek Land Holdings, LLC, a North Carolina limited liability company (the “Prime
Lessor”) pursuant to which Prime Lessor leased to Landlord the real property described on Exhibit A
attached hereto and by this reference made a part hereof (the “Land”), and all of Prime Lessor’s right, title
and interest in and to all improvements, fixtures, personal property and trade fixtures now or in the future
located thereon, together with all other appurtenances, tenements, hereditaments, rights and easements
pertaining to the Land and the improvements now or in the future located thereon (the Land, together with
the above-described property, improvements and appurtenances are hereinafter collectively referred to as
the “Premises”),
B. In consideration of the rent to be paid to Landlord by Tenant, as hereinafter provided, and
of the covenants and agreements upon the part of Landlord and Tenant to be kept and performed, Landlord
hereby subleases to Tenant, and Tenant subleases from Landlord pursuant to the terms and conditions of
this Sublease, the Land and the Premises, for the construction and operation of a solar photovoltaic power
array for the generation of electric power, including but not limited to installation and use of solar measuring
equipment, solar panels, crane pads, staging area, electrical wires, substations, switching facilities, etc. (the
“Intended Use”), to be occupied and used upon the terms and conditions herein set forth.
1. Term of Sublease; Termination Rights.
(a) The term of this Sublease (the “Initial Term”) shall commence on the Effective Date and
shall end at 11:59 P.M. local time on the last day of the two hundred fortieth (240h) full calendar month
following the Rent Commencement Date (as hereinafter defined) (the “Expiration Date”) unless sooner
terminated as herein provided. Tenant shall have a one-time right to extend this Sublease for an additional
period of one hundred twenty (120) full calendar months (“Renewal Term”) on the same terms and
conditions set forth herein. The Initial Term and Renewal Term may be collectively referred to herein as
the Term. The Tenant may exercise the Renewal Term extension at any time prior to the Expiration Date
in Tenant’s sole and absolute discretion. Notwithstanding the foregoing, if (i) the Prime Lease is terminated
for any reason, (ii) the Premises has reverted to Prime Lessor, and (iii) Landlord has no further claims or
rights thereto (including, without limitation, a right of redemption), then in such event, and only in such
event, the Term of this Sublease shall automatically likewise terminate.
(b) Tenant shall have the right to terminate this Sublease (the date of such termination, the
“Termination Date”) solely upon (i) an Event of Default (as defined below) by Landlord, (ii) a Total
Taking (as defined below), or (iii) a Casualty (as defined below); provided, however, that in the case of
clauses (ii) and (iii), such termination shall not be effective unless and until Tenant pays to Landlord the
discounted present value of the remainder of the rent due under the Sublease based on a discount rate of six
percent (6%). Tenant shall provide Landlord with written notice of termination on or before the date that
is thirty (30) days prior to the Termination Date. Upon a termination of this Sublease by Tenant permitted
hereunder, this Sublease shall terminate, and Tenant shall have no further obligations hereunder other than
those obligations incurred prior to the Termination Date.

removed in connection with construction of the solar PV energy generating array (the “Facility”), and (ii)
provided that Tenant pursues the required restoration with commercially reasonable diligence, Tenant shall
be afforded such period of time following the expiration or earlier termination of the Sublease to complete
such restoration (not to exceed 180 days) together with any rights in or to the Premises reasonably required
to permit Tenant to complete the same.
7. Insurance.
(a) Beginning on the Effective Date, Tenant, at its sole cost and expense shall keep or cause
to be kept for the mutual benefit of Tenant and Landlord:
(i) Commercial General Liability Insurance (1986 ISO Form or its
equivalent), insuring against liability for bodily injury, property damage (including loss of use of property)
and personal injury arising out of Tenant’s operation, use or occupancy of the Premises, with the amount
of such insurance to be One Million Dollars ($1,000,000.00) per occurrence and Three Million Dollars
($3,000,000.00) in the aggregate (and any umbrella or blanket policy coverage maintained by Tenant may
be applied toward such limits);
(ii) “All Risks” personal property insurance, covering the full replacement
cost of Tenant’s personal property whether owned, leased, or rented, including but not limited to inventory,
trade fixtures, furniture, equipment, office contents, any interior improvements constructed within the
Premises and any alterations to the Premises made by Tenant;
(iii) Commercial auto liability insurance if automobiles owned by Tenant are
operated in connection with the operation of the Facility, with a combined single limit of Two Million
Dollars ($2,000,000.00) (and any umbrella or blanket policy coverage maintained by Tenant may be applied
toward such limit), insuring against bodily injury and property damage (such coverage shall include owned,
non-owned, and hired auto liability for such vehicles driven on and around the Premises), if not including
such coverage as rider to Commercial General Liability Insurance; and
(iv) Statutory workers’ compensation and employer’s liability insurance (or
state approved self-insurance) with customary limits for similar projects
(b) Tenant’s insurance policies required by this Sublease shall: (i) be issued by insurance
companies licensed to do business in North Carolina with a general policyholder’s ratings of at least A- and
a financial rating of at least VI in the most current Best’s Insurance Reports available on the
Commencement Date; (ii) name Landlord as additional insured as its interest may appear; (iii) be non-
assessable primary policies, and non-contributing with any insurance that Landlord may carry; (iv) provide
that any loss shall be payable notwithstanding any negligence of Landlord or Tenant which might result in
a forfeiture of such insurance or the amount of proceeds payable; and (v) have no deductible exceeding
Fifty Thousand Dollars ($50,000.00), unless approved in writing by Landlord. In addition, Tenant shall
provide Landlord with no less than 30 days prior written notice if Tenant’s insurance (or any portion
thereof) may be canceled, not renewed or if coverage may be materially reduced.
8. Taxes.
(a) Tenant shall pay when due all ad valorem taxes and assessments of any kind or nature
which may be imposed upon the Land or Premises following the Rent Commencement Date by applicable
governmental entities, including, without limitation, all improvements made to the Land by Tenant or upon
any other property installed in or brought onto the Premises by Tenant; provided, however, that if the
Premises are a part of a larger tax parcel owned by Prime Lessor or leased by Landlord, (i) such taxes shall

be equitably apportioned based on the land value and the improvements located on the Premises and on the
remainder of the tax parcel, and (ii) if Landlord fails to pay or cause to be paid such taxes prior to
delinquency, Tenant shall have the right to pay such taxes and, in addition to any other remedy available at
law or in equity, to deduct all costs thereof from rent due or coming due under the Sublease.
(b) In the event that Tenant’s use of the Premises for the Intended Use causes an increase in
taxes on any other property located on the Land or Premises and owned by Prime Lessor, any such increased
taxes for such other property shall be paid by Tenant directly to Prime Lessor (or to the applicable taxing
authority on Prime Lessor’s behalf). Furthermore, in the event that the Premises are a part of a larger tax
parcel and ad valorem taxes on such tax parcel increase as a result of Tenant’s use of the Premises for the
Intended Use, the increased taxes resulting from such change of use shall be paid by Tenant.
(c) Additionally, in the event that Tenant’s use of the Premises for the Intended Use causes the
Premises to lose its classification as agricultural land or open land and the loss of such classification triggers
the required payment of “rollback taxes” imposed due to the change in use, then Tenant shall reimburse
Prime Lessor directly for the amount of such rollback taxes, together with any related interest or penalties
(other than interest or penalties imposed for late payment of such taxes by Landlord), including to the extent
that the trigger applies to any land of which the Premises is a part and/or any other land owned by Prime
Lessor.
(d) Tenant shall have the right, upon prior written notice to Landlord and Prime Lessor, to
contest or review the amount, applicability or validity of any real or personal property taxes which are
assessed against the Land or Premises by one or more appropriate lawful proceedings, which, if instituted,
shall be diligently conducted by Tenant in good faith at its own cost and expense, and free of any expense
to Landlord or Prime Lessor, and, if necessary, in the name of Landlord or Prime Lessor (as applicable),
and Landlord shall, upon the request of Tenant, execute all documents reasonably necessary to accomplish
such contest or review and/or cause Prime Lessor to do the same; provided, however that neither Prime
Lessor nor Landlord shall be required to assume any expenses, obligations or liabilities with respect thereto,
unless any increase in such taxes resulted from the actions of Prime Lessor or Landlord. In the event that
Prime Lessor determines that it would benefit from such a contest or review, which determination shall be
made in Prime Lessor’s reasonable discretion, Tenant agrees to provide reasonable cooperation in
connection with such contest or review. Notwithstanding the foregoing, Tenant shall indemnify and hold
Landlord and Prime Lessor harmless from and against all claims arising out of such contest or review
conducted solely at the direction of the Tenant for Tenant’s benefit.
9. True Lease. Landlord and Tenant acknowledge and agree as follows:
(a) The parties intend this Lease to be classified as a “true lease” for Federal income tax
purposes, and annual rent for the Term is hereby specifically allocated for Federal income tax purposes as
“fixed rent” within the meaning of Treasury Regulation Section 1.467-1(h)(3) for each annual period. Each
of Tenant and Landlord shall make all Federal income tax filings (and to the extent appropriate, state and
local income tax filings) on such basis, and shall use commercially reasonable efforts to defend such
positions in the event of challenge by any tax authority. Landlord and Tenant further intend that this Lease
is a “true lease” and not a financing lease, capital lease, mortgage, equitable mortgage, deed of trust, trust
agreement, security agreement or other financing or trust arrangement, and the economic realities of this
Lease are those of a true lease. Landlord and Tenant intend that the business relationship created by this
Lease and any related documents is solely that of a long-term commercial lease between Landlord and
Tenant.
(b) Each of the parties (1) waives any claim or defense based upon the characterization of this
Lease as anything other than a “true lease” or that asserts that this Lease is anything other than a “true

lease,” (2) stipulates and agrees not to challenge, and is estopped from challenging, the validity,
enforceability or characterization of the lease of the Premises under the Lease as a “true lease,” (3) stipulates
and agrees, and is estopped to assert, that nothing contained in this Lease creates or is intended to create a
joint venture, partnership (either de jure or de facto), equitable mortgage, trust, financing device or
arrangement, security interest or the like, and (4) shall support the intent of the parties that the lease of the
Premises pursuant to this Lease is a “true lease” and does not create a joint venture, partnership (either de
jure or de facto), equitable mortgage, trust, financing device or arrangement, security interest or the like, if,
and to the extent that, any challenge occurs. Tenant and Landlord have each conducted an internal analysis
of this Lease and each party believes that this Lease will be treated as an operating lease rather than a capital
lease.
(c) The acknowledgements, agreements, expressions of intent, waivers, covenants, and
stipulations set forth in this Section 9 are a material inducement to each of Landlord and Tenant in entering
into this Lease. Notwithstanding the foregoing, neither party shall have any liability to the other in the
event that this Lease is not characterized as a “true lease” for Federal income tax purposes unless such party
is in breach of its obligations set forth in this Section 9.
10. Fire or Other Casualty. In the event that the Premises, the improvements thereon, or any
portions thereof, are damaged by fire or other casualty during the Term, and if in Tenant’s sole judgment,
the damage is of such nature or extent that it is uneconomical to repair and restore the Premises or the
improvements thereon, as the case may be (a “Casualty”), Tenant may terminate this Sublease by written
notice to Landlord. The proceeds of any casualty insurance policy maintained by Tenant shall be payable
to Tenant.
11. Condemnation.
(a) In the event that the whole of the Premises shall be taken under the exercise of the power
of eminent domain or by agreement with any condemnor in lieu of such taking, or such portion thereof that,
in Tenant’s judgment, the remainder of the Premises is not suitable for Tenant’s purposes (herein called a
“Total Taking”), then this Sublease shall terminate as of the earlier of the date when title thereto vests in
the condemnor or the date when possession thereof shall be delivered to the condemnor.
(b) In the event that a portion or portions of the Premises shall be taken under the exercise of
the power of eminent domain or by agreement with any condemnor in lieu of such taking, and such taking
does not constitute a Total Taking (herein called a “Partial Taking”), then this Sublease, only as to the
portion or portions so taken, shall terminate as of the date possession thereof shall be delivered to the
condemnor, but otherwise this Sublease shall remain in full force and effect as to the remainder of the
Premises. In the case of a Partial Taking, the rent payable under this Sublease after possession of the portion
so taken shall be equitably reduced based on the acreage so taken and Tenant’s loss of use of the remainder
of the Premises. In the event of any Partial Taking, the condemnation award given to either Landlord or
Tenant shall be paid first to Tenant to restore the Facility on the Premises to a complete operational unit.
(c) In the event that Landlord and Tenant are unable to obtain separate awards with respect to
their respective interests in the Premises, then, the single award shall be fairly and equitably apportioned
between Landlord and Tenant. The portion of the award to be received by Landlord shall be based upon
the taking of or injury to the Landlord’s leasehold estate in the Land, but not the improvements thereon.
The portion of the award to be received by Tenant shall be based upon the taking and reduction of Tenant’s
leasehold estate created by this Sublease, the taking of any improvements constructed or placed by Tenant
on the Land, loss or interruption of Tenant’s business and the cost of any restoration or repair necessitated
by such taking or condemnation. Notwithstanding the foregoing, however, in the event Tenant exercises
its right to terminate this Sublease under this Section, then Tenant shall first receive all condemnation

proceeds until Tenant has received an amount equal to the appraised value of the Facility prior to the taking.
Tenant shall have the right to participate, at its own expense, in any such condemnation proceedings and to
negotiate on behalf of itself and Landlord in such proceedings, and Landlord agrees to cooperate with
Tenant and to execute such documentation as may be reasonably necessary to allow Tenant to participate
in such condemnation proceedings. Neither Landlord nor Tenant shall enter voluntarily into any binding
agreement or settlement related to a Total Taking or a Partial Taking without the prior consent of the other
party, which consent shall not be unreasonably withheld, conditioned or delayed.
12. Maintenance and Repairs. Tenant shall be responsible for the repair and maintenance of
the entire Premises, including any portion of the Premises located outside of any proposed fenced area.
13. Default.
(a) An event of default (“Event of Default”) shall exist under this Sublease if such party is in
material breach of any representation or warranty set forth herein or fails to comply with any term, covenant
or condition of this Sublease, in either case, for a period of thirty (30) days after the defaulting party’s
receipt of written notice from the other party of such failure (provided, however, if such failure cannot
reasonably be cured within such thirty (30) day period, the defaulting party shall not be in default hereunder
if it commences to cure within such thirty (30) day period and prosecutes the cure to completion in good
faith and with due diligence).
(b) Upon an Event of Default, other than a failure to pay any amount due hereunder (a
“Payment Default”), the other party may, at its option, pursue any and all remedies available to such party
at law or in equity. Upon the occurrence of a Payment Default, the defaulting party shall pay the non-
defaulting party interest on all amounts past due at the per annum rate equal to the lesser of (i) the “prime
rate” (as reported by the Wall Street Journal) plus five percent (5%) and (ii) the maximum rate allowed by
applicable law. The occurrence of a Payment Default shall not give rise to the right of the non-defaulting
party to terminate or suspend this Sublease. Upon any Event of Default, the defaulting Party shall be liable
to reimburse the non-defaulting Party for such non-defaulting Party’s expenses and costs relating to such
default (including, but not limited to, reasonable attorneys’ fees) and the non-defaulting party shall take
commercially reasonable measures to mitigate its damages.
(c) The parties agree that it is the intent that neither Landlord nor Tenant, nor their respective
members, managers, officers, directors, partners, shareholders, agents, employees, contractors or affiliates,
shall be liable to the other party or to its affiliates, member, managers, officers, directors, shareholders,
partners, agents, employees, successors or assigns, for claims for incidental, special, indirect, punitive or
consequential damages of any nature connected with or resulting from performance or non-performance of
this Sublease, including claims in the nature of lost revenue, income or profits, losses, damages or liabilities
under any financing, lending, construction or other contracts, agreements or arrangements to which either
may be a party irrespective of whether such claims are based upon negligence, strict liability, contract,
operation of law or otherwise.
(d) TO THE EXTENT PERMITTED BY LAW, EACH OF THE PARTIES
KNOWINGLY, VOLUNTARILY AND INTENTIONALLY WAIVES THE RIGHT TO A TRIAL
BY JURY IN RESPECT OF ANY LITIGATION BASED ON THIS SUBLEASE, OR ARISING OUT
OF, UNDER OR IN CONNECTION WITH THIS SUBLEASE AND ANY OTHER AGREEMENT
CONTEMPLATED TO BE EXECUTED IN CONJUNCTION HEREWITH, OR ANY COURSE OF
CONDUCT, COURSE OF DEALING, STATEMENTS (WHETHER ORAL OR WRITTEN) OR
ACTIONS OF ANY PARTY HERETO. EACH OF THE PARTIES TO THIS SUBLEASE WAIVES
ANY RIGHT TO CONSOLIDATE ANY ACTION IN WHICH A JURY TRIAL HAS BEEN
WAIVED WITH ANY OTHER ACTION IN WHICH A JURY TRIAL CANNOT OR HAS NOT

EROSION CONTROL SELF INSPECTION
1. THE PURPOSE OF SELF INSPECTION IS TO MAKE SURE THAT THE APPROVED EROSION AND
SEDIMENTATION CONTROL PLAN IS BEING FOLLOWED, INCLUDING THE INSTALLATION AND
MAINTENANCE OF MEASURES, AND THE PROVISION OF GROUND COVER IN A TIMELY MANNER.
2. ALL OF THE EROSION AND SEDIMENTATION CONTROL MEASURES, INCLUDING SEDIMENTATION
CONTROL BASINS, SEDIMENTATION TRAPS, SEDIMENTATION PONDS, ROCK DAMS, TEMPORARY
DIVERSIONS, TEMPORARY SLOPE DRAINS, ROCK CHECK DAMS, SEDIMENT FENCE OR BARRIERS,
ALL FORMS OF INLET PROTECTION, STORM DRAINAGE FACILITIES, ENERGY DISSIPATERS, AND
STABILIZATION METHODS OF OPEN CHANNELS MUST BE INSPECTED.
3.A “SELF-INSPECTION REPORT FOR LAND DISTURBING ACTIVITY AS REQUIRED BY NCGS 113A-54.1”
MUST BE COMPLETED. AN ALTERNATIVE IS TO MAKE NOTATIONS ON THE COPY OF THE
APPROVED EROSION AND SEDIMENTATION CONTROL PLAN THAT IS KEPT ON THE PROJECT SITE.
4. THE SELF-INSPECTION REPORT FOR LAND-DISTURBING ACTIVITY IS TO BE COMPLETED AFTER
EACH PHASE OF THE APPROVED EROSION AND SEDIMENTATION CONTROL PLAN IS COMPLETE.
THESE PHASES MAY INCLUDE:
INSTALLATION OF PERIMETER EROSION AND SEDIMENT CONTROL MEASURES;
CLEARING AND GRUBBING OF EXISTING GROUND COVER;
COMPLETION OF ANY PHASE OF GRADING OF SLOPES OR FILLS;
INSTALLATION OF STORM DRAINAGE FACILITIES;
COMPLETION OF CONSTRUCTION OR DEVELOPMENT;
ESTABLISHMENT OF PERMANENT GROUND COVER SUFFICIENT TO RESTRAIN EROSION.
5. THE RECORDS MUST BE MADE AVAILABLE TO THE EROSION CONTROL INSPECTOR AT THE SITE.
ANY DOCUMENTATION OF INSPECTIONS THAT OCCUR ON A COPY OF THE APPROVED EROSION
AND SEDIMENTATION CONTROL PLAN SHALL OCCUR ON A SINGLE COPY OF THE PLAN AND THAT
PLAN SHALL BE MADE AVAILABLE ON THE SITE. ANY INSPECTION REPORTS SHALL ALSO BE MADE
AVAILABLE ON THE SITE.

1. THE PURPOSE OF THIS GENERAL PERMIT IS TO MANDATE GROUND STABILIZATION IN 7 DAYS ON
PERIMETER AREAS AND SLOPES GREATER THAN 3:1 AND 14 DAYS ON OTHER AREAS. SEE THIS
SHEET FOR CURRENT SLOPE STABILIZATION CRITERIA.
2. YOU MUST IMPLEMENT THE EROSION AND SEDIMENT CONTROL PLAN APPROVED FOR YOUR
PROJECT BY THE DIVISION OF LAND RESOURCES OR BY AN APPROVED LOCAL PROGRAM.
3. YOU MUST KEEP RAIN GAUGE ON SITE.
4. YOU MUST INSPECT ALL EROSION AND SEDIMENT CONTROL MEASURES AT LEAST ONCE A WEEK

1. OBTAIN NCDEQ LAND DISTURBANCE PERMIT AND SCHEDULE A
PRECONSTRUCTION MEETING WITH NCDEQ LAND QUALITY INSPECTOR AT
252-946-6481.
2. INSTALL CONSTRUCTION ENTRANCE, AND WHEN COMPLETE, INSTALL THE
PERIMETER SILT FENCE. UPON COMPLETION OF INSTALLATION, SEED,
MULCH, AND ANCHOR EROSION AND SEDIMENTATION CONTROL MEASURES.
3. BEGIN CLEARING AND ROUGH GRADING OF SITE. ALL EXCAVATIONS
PERFORMED SHALL BE BACKFILLED WITHIN THE SAME DAY, WITH SPOIL
PLACEMENT ON UPSLOPE SIDE.
4. BEGIN FINISHED GRADING, FILLING, AND COMPACTION OF SITE.
5. INVERTER PAD GRADING AND TRENCHING WILL HAVE TEMPORARY GROUND
COVER AT THE END OF EACH WORK DAY.

MAINTENANCE:
