I just reviewed the PCN for the subject project. Looking at the site plan I can't tell the area of impacts for the
driveway versus the house/septic setback. To use a NWP-14/18 combo, the amount of wetland fill for everything
besides the driveway must be 0.1 acres or less. The submittal states that 6,530 square feet of wetlands will be filled.
The most you can fill under NWP-18 is 4,356 square feet, which would mean that at least 2,174 square feet of
impacts would have to be associated with NWP-14 (the driveway). It look like the driveway is much smaller than
that. Therefore, as proposed, it appears this project does not meet the terms and conditions of a Nationwide
Permit(s).
Please quantify the impacts associated with the driveway and separately quantify the impacts for everything else so I
can determine if we can use the NWP-14/18 combo. The submittal will be considered incomplete until the additional
information is received.
