Subject: Subsurface Conditions at the Bottom of 1971 Ash Basin
L. V. Sutton Energy Complex
Wilmington, North Carolina
Wood Environment & Infrastructure Solutions, Inc. (Wood) has completed an independent review
of available geologic information obtained in and proximal to the 1971 Ash Basin. The 1971 Ash
Basin is located at the L.V. Sutton Energy Complex in Wilmington, North Carolina. The purpose
of this review has been to evaluate the nature of very dense materials located at the bottom of
the 1971 Basin. Our review has sought to determine the origin of these rocks and dense materials.
Specifically we wanted answer the question are the dense materials naturally occurring in place
geologic lithified deposits or are they materials that were placed in the 1971 Basin by man.
This independent review has been lead by Mr. Chris Pruneau a licensed professional geologist in
North Carolina who is a Senior Associate Geologist at Wood.
Information Sources Reviewed
Wood has conducted a background literature review of published geologic and hydrogeologic
reports for the area. A list of the publications is attached.
Wood has obtained subsurface information contained within reports authored by the firms
conducting the work. These references are attached to this memorandum. We have evaluated
the following information as part of the review:
• Geologic boring records from borings drilled within the 1971 Basin,
• Borings on the Duke Energy Sutton property proximal to the basin, and from sites located
outside of the Duke Sutton property that are within a one -mile radius of the 1971 Basin.
• Our review has placed emphasis on the subsurface information within or most proximal
to the 1971 Basin.
Boring logs reviewed were obtained for geotechnical investigations using standard geotechnical
methodologies (e.g. split -spoon sampling) and hydrogeologic/environmental investigations using
sonic drilling methods. The projects that generated the information we used in our review were
conducted under the oversight of a professional geologist or professional engineer licensed in
North Carolina. The borings utilized in our review were typically supervised in the field by a rig
geologist. Subsurface geologic samples were recovered using the split spoon and sonic methods
and described by a geologist or geotechnical engineer for the borings utilized.

In addition to the boring logs we have reviewed a side scanning sonar survey of the bottom of
the 1971 Basin and an underwater survey of the bottom conducted by professional divers in the
employ of Glenn Underwater, a professional diving service company. The divers observed the
bottom of the basin and used push rods to determine if rock was present in the base of the 1971
Basin.
Regional Geology of the 1971 Basin
One of the definitive geologic publications of the geology and hydrogeology of New Hanover
County, North Carolina Bain, (1970) indicates that at the approximate elevation of the bottom of
the 1971 Basin the Pee Dee Formation would be the naturally occurring geologic formation. The
Pee Dee is a very thick sequence (up to 700 feet) of largely marine deposited sediments. The
upper Pee Dee commonly contains zones of cemented sands that are considered to be lithified
enough to be considered rock. These zones of Pee Dee sandstone are widely occurring and
would be expected in the range of elevation of the bottom of the 1971 Basin.
Review of Existing Site and Nearby Geologic Borings
Geologic boring logs within the 1971 Basin and at the nearby plant facility indicate that sandstone
layers are present in most borings at the Sutton site. These sandstone layers were found beneath
the Duke Sutton site as shallow as elevation -36 feet and were commonly found to an elevation
of -53 feet. Rock has been hit and dredged from the bottom of the 1971 Basin from approximately
-37 feet elevation. The current dredged bottom of the 1971 Basin area is around -37 feet. The
sandstone and very dense layers of sand from the sonic borings which we interpret as sandstone
are consistent with the published lithologic descriptions of the Pee Dee sandstone including shell
fossils that occur in the sandstone.
Boring at the former PCS Nitrogen (now DH Griffin) site located just the southeast also indicate
the presence of the Pee Dee sandstone at similar elevations to where the sandstone is found at
Duke Sutton site. This suggest that the Pee Dee sandstone layers are widespread through the
area, which is also consistent with published reports.
Underwater Investigation of the 1971 Basin Bottom
The underwater dive inspection of the 1971 Basin bottom is attached to this memorandum. The
divers found the bottom of the basin to be covered in a thin layer of clayey material. The divers
probed the bottom of the Basin with push rods through the clayey material and found a hard layer
impenetrable surface at approximately -38.8 feet elevation.
Conclusions
Based on our review of the literature and the geologic borings from the Duke Sutton site, Wood is
of the opinion that the hard impenetrable layer found by the divers in the bottom of the 1971 Basin
at approximately -38.8 feet elevation is an in -place sandstone layer of the upper Pee Dee
Formation.

Introduction:
Glenn Industrial Group, Inc. (GLENN) was contracted by Duke Energy to perform an underwater
survey of three locations in the 1971 Basin at Sutton Station. The purpose of the survey was to
determine the composition of existing bottom at three different locations. The inspection was
conducted on December 30, 2018.
Inspection Method:
The initial survey was completed utilizing a remotely operated vehicle (ROV) with a multi beam sonar
to locate any large masses along the basin bottom. Once performed a second survey was conducted
(December 30th, 2018) utilizing GLENN surface supplied divers. The intent for the second survey was
to dive on the locations the sonar initially picked up to determine the make-up of the areas. Surveying
equipment was used during travel to pin point each location. Anchors were dropped to hold the dive
boat steady until the survey was completed. While on bottom, the diver made sweeping motions,
moving back and forth while using the dive hose for reference. While on location, a probe was utilized
and was driven into basin bottom as the diver traveled. The probe consisted of Y2" diameter rebar 6'
long. Markings were made every 1' on the probe to assist diver in reading measurements.
Inspection Findings
At all three locations (Location No. 1, 2, & 3), it was determined at elevation -34.82 a small layer of
ash sits on top of a layer of dense clay, with a hard -impenetrable layer underneath. While pushing
the probe 4' into the clay, it dead -headed against a hard layer. Due to the consistency of bottom, divers
were unable to dig down and determine the composition of this hard layer. This impenetrable layer
was found at elevation-38.82, and remained consistent at all three locations.
