REGAN secretrvy LINDA CULPEPPER Interim Director The North Carolina Division of Water Resources conducted an inspection of the Carolina Village Wastewater Collection System on January 24, 2018. This inspection was conducted to verify that the facility is operating in compliance with State Regulations as they pertain to the operation of a wastewater collection system. An inspection of the four (4) duplex pump stations was conducted. The Collection System Non -sampling inspection was conducted by Division of Water Resources staff from the Washington Regional Office. The following violations were noted during the inspection: Inspection Area Description of Violation Pump Station One (1) of the duplex pump stations has a bypass pump installed in the wetwell and a hose running from the wetwell to the bypass downstream sewer line. This is because there are no operable pumps at this station. Pump Station Two (2) of the duplex pump stations have only one (1) operable pump. Pump Station There are no pump station identification signs posted at these pump stations. Signs must be posted at all pump stations with information that includes pump station identification number, 24-hour emergency contact information, and instructions to call in the event of an emergency. Pump Station Public access is not being restricted, as required, to any of the four (4) pump stations. In addition, the issues below must also be addressed: Compliance Issue(s): There is an area surrounding a sewer manhole located along David Drive that has sunk approximately one (1) foot below the road surface. The condition of this manhole and associated piping must be inspected to verify its structural integrity. Remedial actions should have already been taken to correct this problem and prevent further occurrences in the future. The Division of Water Resources may pursue enforcement action for this and any additional violations of State law. To prevent further action, please respond in writing to this office within 15 days upon your receipt of this Notice of Violation regarding your plans or measures to be taken to address the indicated violations and other identified issues, if applicable.
