Thank you for the opportunity to review the Environmcntal Monitoring Pry gram for the
Preserve at lord= Lake Golf Oub (DWQ # 991233). This appears to be a very
comprehensive moniwring program that will address most of the eoacerns noted during
the publiz hearing 27, April 2OW and addressed in the 441 °Ccrtifiration. Staff members
of the Division of Water Quality have reviewed this document and have the following
coxtxntents/concems. Please respond to these issues by Qctobor 31, 2000.
?Many of the potential water quality problems associated with this project am non-point
source perturbations and as such will be roost noticeable during, or imme&ately
following, spate ev+ent.k. Sections 2.2 and 3.2 discum the.sarrqAe hvq y for surface
water s mples. We recommend that these samples he collected during each of the four
collection periods drug both Phase 1 and Phase U of this monitoring program. We
recognise that water levels may present problems with collection at some statians during
lour rai nfali periods. Eatery attempt should be made to collect these samples following
signifwant rain events to effectively a_sscis the non-point muTce penarbauons, In
addition, baseflow conditions also should be sampled and noted. Tltrse latter data will
serge as low-flow background inforination.

should be collected seasonally from the pond at the lower end of the project following

+ Minimum flow requirements for the strrnm outlet below the pond at the lower end of
the project should also be included as pain of this monitoring plan.
