This appears to be a very comprehensive moniwring program that will address most of the eoacerns noted during the publiz hearing 27, April 2OW and addressed in the 441 °Ccrtifiration. Staff members of the Division of Water Quality have reviewed this document and have the following coxtxntents/concems. Please respond to these issues by Qctobor 31, 2000. ?Many of the potential water quality problems associated with this project am non-point source perturbations and as such will be roost noticeable during, or imme&ately following, spate ev+ent.k. Sections 2.2 and 3.2 discum the.sarrqAe hvq y for surface water s mples. We recommend that these samples he collected during each of the four collection periods drug both Phase 1 and Phase U of this monitoring program. We recognise that water levels may present problems with collection at some statians during lour rai nfali periods. Eatery attempt should be made to collect these samples following signifwant rain events to effectively a_sscis the non-point muTce penarbauons, In addition, baseflow conditions also should be sampled and noted. Tltrse latter data will serge as low-flow background inforination. Orber coats include the following: a Please acid a List of References to this docurnt nt where appropriate. * It is strongly recommended that surface water samples also be collected frorn the colloction location noted on Figure 1 as Sediment 3/Monitoring'' tU 3 near the western portion of the project. wettarW401 UoiK 1621 Mail Scrvicc Center Raleigh. Table 1 lists nitrate-nitrogen, total nitrogen and teal pbosphorus as the nutrierit suite: being analyzed. We recommend adding to this suite of parameters arnmonia (NH), Total Kjeldahl Nitrogen (TKN) and phosphate (Pty;). Tn 3ltiott, please discuss yotu reasons for not inclucfing fecal coliform bacteria and inetals in your analysis, ? Please list the contractod laboratory responsible for collection attd analyses of water and sediment samples. s Appendix I was not included in the monitoring plan. This Appendix is an exanmple of the field log that should be used for this project. * in section 3.1 why is station SW-3 listed as the pond near golf hole number 2? This station is one u doe monitoring locations being done during Phase 1 and the data ue inten&A to serve as wu per quality conditions upstream of the project. ? It is recommended that chlorophyll a be added to the para=ter list. These data should be collected seasonally from the pond at the lower end of the project following consttiscticn. + Minimum flow requirements for the strrnm outlet below the pond at the lower end of the project should also be included as pain of this monitoring plan. Ag.-din, thank you for this monitoritsg plan. I feet confident that this plan when amended will address the concerns of both laWjQ, the comments noted at the public hearing; and the 401 Cartification.
