The following restates your questions/comments and is then followed by our response. Additional Information Requested 1. Diffuse Flow Plan a. To meet the diffuse flow requirements, a 50 foot minimum width of the filter strip is required. Unless the vegetation downstream of each proposed 30 foot grass filter strip is considered "dense vegetation ", you will need to revise the level spreader length calculations. The filter strip width is measured from the level spreader lip to the top of stream bank. The required filter strip length per cfs of flow shall be calculated as a weighted average of the lengths required for each vegetation type and/or density. Please refer to Section 13.3.4 of the NCDWQ BMP Manual for further guidance. b. Please provide photos of the vegetation within the area below the 30 foot filter strip for each level spreader. On July 30, 2009, S&EC had a phone call with Ms. Annette Lucas and Mr. Joseph Gyamfi discussing the issues regarding the level spreaders addressed in this letter. During the phone call, it was explained to Ms. Lucas and Mr. Gyamfi that the filter strips below Level Spreaders 1 and 2 will be maintained in grass. It is important to note that this area is also within the sanitary sewer easement that will be permanently maintained by Durham. Please see the attached sheet U6 which contains the plan and details that demonstrate that the filter strip will be grassed. Additionally, we discussed Level Spreader 2 and the vegetation immediately below it. As demonstrated by the attached picture, the area where Level Spreader 2 will be built is completely grassed (in front of and to the right of the barn). It is important to note that this property was an active farm and therefore, in this particular area, there is no wooded buffer along the stream. We have also included Sheet C4a which clearly shows the existing barn (to remain) that is shown in the attached photograph. Therefore, Mr. Michael Fiocco (Civil Consultants) correctly accounted for the vegetation as grassed within the worksheets supplied to DWQ with the original application.
