PROJECT SUMMARY: The applicant proposes to Install a new Force Main Stormwater Outfall System with lift station and HDPE discharge pressure piping with rip rap extending into the Carolina beach Yacht Basin. PROJECT DESCRIPTION: The current project site is located at the Delaware Avenue Street End, adjacent to the Carolina Beach Yacht Basin, in Carolina Beach, New Hanover County. To locate the project site from the WiRO take US -132 S/ S. College Rd. for approximately 7 miles. Continue on US -421 S/Carolina beach Rd for an additional 7 miles to the Snows Cut Bridge that leads into Carolina Beach. Turn left onto Carl Winner Drive in approximately 1 mile and turn left onto Canal Drive at the stoplight. Travel 1.3 miles on Canal Drive and turn left onto Florida Avenue. Delaware Avenue and the project site will be located on the left-hand side of the road at the first intersection. The property is a Town owned Right of Way which is located at the street end of Delaware Avenue and extends into the Carolina Beach Yacht Basin (see Narrative for historical stormwater information). The basin is approximately 591 ft. wide in this area. The high ground portion of the property is developed into a gravel parking lot with a relic gravity fed stormwater system. The shoreline is not stabilized, but a mound of material has been pushed up at the end of the roadway adjacent to Coastal Wetlands. Upland vegetation consists of sparse lawn grass. The property is approximately .24 acres in size and has an average elevation of approximately 1 ft. above mean sea level. The entire project site has approximately 44 linear feet of shoreline frontage. The high ground area transitions to Coastal Wetlands consisting mainly of Salt Marsh Cordgrass (Spartina alterniflora), Salt Grass (Distichlis spicata) and Salt Meadow Grass (Spartina patens). This portion of Carolina Beach is mostly residential. The USACE Federal Channel extends throughout the Yacht Basin. Both adjacent residential properties have private docking facilities. According to the application, there is an existing 24 ft. gravity fed stormwater pipe and a relic chamber system on the high ground at the Delaware Avenue outfall, but the location of the chamber system and discharge pipe is unknown. No DCM permit history was found for stormwater projects in the Town of Carolina Beach. The Town of Carolina Beach Land Use Plan classifies the adjacent waters and high ground area as Residential 2 and the water portions as Conservation. There are no known archaeological sites located in the project vicinity. The waters of the Yacht Basin are classified SB by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. 10. PROPOSED PROJECT: The applicant proposes to install a new Force Main Stormwater Outfall System with lift station and HDPE discharge pressure piping, including rip rap, extending into the Carolina beach Yacht Basin. The proposed project is part of a larger stormwater update project that also includes Florida, Georgia, Maryland and Virginia Avenues. State Stormwater permit No. SWG040105 (attached) was issued to Carolina Beach for North End Water and Sewer Improvements on July 27, 2018 and includes the Delaware Avenue Outfall. The proposed stormwater updates include construction of a force main pump house and installation of two outfall pipes that extend through coastal wetlands to the Carolina Beach Yacht Basin. According to the applicant the force main outfall system will consist of a storm water 5000 gpm duplex lift station, two parallel HDPE discharge pressure pipes, rip rap for stabilization and two terminal pilings at the water ward ends of the discharge pipes. The application states that installation of the pipes will result in excavation of 330 sq. ft. of coastal wetlands (Spartina alterniflora), with 210 sq. ft. of impact above Normal High Water (NHW) and 120 sq. ft. of impact below NHW. An additional 686 sq. ft of open water will also be excavated. All of these areas will be subsequently filled with the excavated material once the pipes are installed and subsequently filled with rip rap that will ultimately incorporate the entire impacted area plus an additional 52 sq. ft. Rip Rap placement in this area will measure approximately 61 ft. in length by 13 ft. in width for a total of 811 sq ft extending 33 ft. below NHW. The amount of rip rap to be placed below NHW is 448 sq. ft. including 120 sq. ft. of Coastal Wetland Impact. Town of Carolina Beach North Stormwater Updates (Delaware Ave.) Page 3 The amount of rip rap to be placed above NHW is approximately 363 sq. ft. with 210 sq. ft. of that within the impacted coastal wetland area. The discharge pipes, (14" and 16") would extend 73 ft. below NHW into the Yacht Basin running perpendicular to the shoreline and will be buried to a maximum of 6 ft (see Sheet 1). The stormwater discharge area is described as at least -2.5 ft. below Normal Low Water (NLW). Two pilings would be installed at the terminal end of the piping system for stabilization and for submerged pipeline sign placement 3 ft. above NHW. According to the application water depths at the waterward end of the discharge pipes is -6.5 ft. at NLW. The adjacent docking facilities are 17.5 ft. and 20.5 ft. from the proposed discharge pipes. The structures, as proposed, would not encroach into either 15 ft. adjacent riparian setback. Proposed upland development consists of a 2,298 sq. ft. forcemain pumphouse, 2, 282 sq. ft. of asphalt (in an area measuring 163 ft. long by 14 ft. wide) installation of the discharge pipes, rip rap and grading for a total of 7,689 sq. ft. of disturbance, a portion of which falls into the 75 ft. AEC. A wet well would also be installed outside of the 75 ft. AEC on the property. The discharge pipes extend a total of 163 linear ft. from the wet well to open water. The application states that the total impervious surface within the 75 ft. Coastal Shoreline AEC would be 13.5%. 11. ANTICIPATED IMPACTS: High ground disturbance would impact approximately 7,689 sq. ft. of area adjacent to the Yacht Basin. The proposed excavation and subsequent filling would impact approximately 330 sq. ft. of Coastal Wetlands and 686 sq. ft. of open water within the applicant's area of riparian access and within % of the width of the waterbody. The proposed discharge pipes would not encroach into either 15 ft. adjacent riparian setback. Increases in turbidity should be expected during construction and a turbidity curtain may need to be utilized during construction. Introduction The Town of Carolina Beach is in the process of updating their storm water system in the northern part of Carolina Beach. The streets to be affected are Delaware, Florida, Georgia, Maryland and Virginia Avenues, A CAMA major is requested to replace the current gravity feed out fall system on Delaware Avenue with a duel pipe force main system. Existing Conditions The site is a 10,398 square feet right of way that belongs to the Town of Carolina Beach. There is 4,920 sq. ft. of impervious surface, 0.196 acres of coastal wetlands and 0.0485 acres of non -wetland waters. The right away is used by the adjacent owners to exit the property. Currently and existing 24' gravity feed storm water pipe is located at Delaware Ave. The pipe connects into an unknown chamber system before discharging into the Carolina Beach Yacht Basin. The discharge pipe has not been located and has likely been buried under the sediment over the years. A wetland delineation was conducted on 1/18/17. A signed PJD was issued on 8/16/18 by the USACE (See Attached). Coastal wetland line was verified by CAMA on 11/8/18. On July 27, 2018 Stormwater Permit COC No. SWG040105 was issued. 91II.7TS7fnR . A force main storm water out fall system is being installed to facilitate the drainage of the new storm water system that is being implemented along the Delaware, Florida, Georgia, Maryland and Virginia Avenues. Converting from a gravity feed system to a force main will provide more adequate removal of the storm water in the area. Pr000sed Im Drovement The project requires the construction of a storm water 5000gpm duplex lift station (adjacent to the SSLS and utilizing the common structure and electrical components) with parallel dedicated fused HDPE discharge pressure piping discharging into the yacht basin in the town right of way at Delaware Avenue. RECEIVED JAN 0 3 2019 DCM WILMINGTON, NC Two discharge pipes (one 16" and one 14") will be buried below ground and extend 163 feet from the wet well out to open water. The pipes will discharge 2.5 feet below mean low water and approximately 73' feet water ward of normal high water. At the end of the pipe pilings will be installed to hold the pipe in place and signage installed accordingly to notify others that there is a submerged pipe. The end of the pipe will also be fitted with directional flow valve to prevent back flow during high tide events. The pipe will be covered with existing sediment and 820 sqft of rip rap for slope protection. A total of 330 sqft of coastal wetlands will be excavated and 252 sqft filled with the excavated relic material and the two outfall pipes. A total of 330 sqft of riprap will be placed over the 252 sqft of fill for slope stabilization. All excess material will be used for grading on site. No additional off site fill will be used.
