Subject: Hold, Gold's Gym Expansion
Dear Mr. Kraft:
On July 14, 2009, your application for a 401 Water Quality Certification was received for the
proposed site. On July 22, 2009, staff conducted an inspection of the site and has reviewed the proposed
plan. Based on a review of the site and the plan, the following is required:
Currently, a 30 foot buffer along the stream channel exists due to Watershed Water Supply
rules. The new construction will push the site into a high density category which requires a
100 foot buffer. The proposed construction does not comply with either of these options.
Prior to issuance of approval from the Division of Water Quality (DWQ), approval from the
Town of Mooresville must be submitted. Be advised, approval by the town, does not ensure
approval by DWQ.
Please provide information regarding the culvert construction: 1) can the proposed length of
riprap be reduced and 2) can the culvert length be reduced to where it is flush with the retaining
wall (green highlight) to further reduce the stream impact.
Storm water (pink highlight): Outlet "A" must be constructed so as not to discharge directly
into the stream channel. The outlet and discharge must be outside the 30 foot buffer. Flow
must be released as diffuse flow through the buffer. Outlet "B" must be constructed in a similar
fashion (grass swale). Discharge from the storm water facility (C) must also discharge as
diffuse flow through the buffer. Please provide more detail (worksheets).
Parking is related to the building footprint. What is the size for the proposed building? The
building footprint could be reduced to reduce the number of parking spaces.
