Subject: Pre-Construction Notification for Bridge No. 770213 repair due to damage
by Hurricane Florence
State Project No. DF15406.2078040 involves the replacement of the existing NCDOT
Bridge No. 770213 on SR 1766 (Hammonds Road) over Saddletree Swamp in Robeson
County. Saddletree Swamp lies within the Lumber River basin. Its best usage
classification is C; Sw and its Stream Index nuxnber is 14-12. The existing structure
experienced severe scouring of the interior bent during Hurricane Florence. Bridge No.
770213 consists of a 2-span (2@17'-9") concrete deck on timber joists bridge. The
proposed bridge will be a 1@60'span cored slab bridge.
No deck drains aze proposed. The bridge deck drainage will be captured in grated inlets
and will discharge outside the wetlands onto dissipator pads on two quadrants of the
bridge. Project construction will result in 69 linear feet (0.03 acre) of permanent surface
water impact (due mostly to filling in scour hole) and 341inear feet (<0.01 acre) of
temporary surface water impact. An offsite detour will be used. Please see the enclosed
copy of the permit drawings for the above-referenced project.

Narionwide 3 permit.

Section 401 Permit: The NCDOT requests that these activities be authorized under Water
Quality General Certification No. 4132 (Maintenance). We anticipate that written
approval from the NC Departrnent of Water Resources will not be required.
