PROJECT SUMMARY: The applicant proposes to construct a docking system (including boatlift) adjacent to the existing bulkhead. James and Lynn Sears Page Two PROJECT DESCRIPTION: The project site is located at 836 Inlet View Road, adjacent to Shinn Creek canal and the Atlantic Intracoastal Waterway (AIWW), in New Hanover County. To get to the property from the Wilmington Regional office, take Cardinal Drive south to Eastwood Road. Turn left onto Eastwood Road and travel east towards Wrightsville Beach. Turn right onto Military Cut-off Road at the intersection of Eastwood Road and Military Cut-off. Continue along Military Cut-off/Oleander Drive and turn left onto Greenville Loop Road. Follow Greenville Loop Road for approximately 1.4 miles and turn left onto Shinnwood Road. Continue along Shinnwood road and turn right onto Inlet View Road. The subject property is located at the terminal end of the road, southwest of the cul-de-sac. The subject property is approximately 0.66 acres in size and contains a single-family residence, wooden bulkhead and two-slip docking facility. Vegetation at the site consists primarily of lawn grasses and ornamental landscaping. Residential properties border the site to the north and west and Shinn Creek Canal borders the property towards the south. Currently, there are no areas of Coastal of "404" type wetlands located on, or immediately adjacent to the subject property. The Wilmington-New Hanover County Land Use Plan classifies the area as Conservation. The waters of the AIWW, in the vicinity of the project, are classified SA, by the Division of Water Quality. The area is designated as a Primary Nursery Area (PNA), by the Division of Marine Fisheries and is CLOSESD to the taking of shellfish. PROPOSED PROJECT: The applicant proposes to install a second floating dock system along the western side of the existing 12' x 12' platform. Beginning along the western edge of the platform, the applicant proposes to ramp down to a 8' x 16 floating dock. The 8' x 16' section of dock would be positioned perpendicular to the bulkhead and would attach to a 4' x 32' section of floating dock that would span from east to west, parallel to the bulkhead. A 12' x 12' boatlift would be installed just south of the 4' x 32' floating dock. Once completed, the entire docking facility would provide access for up to four (4) vessels. Water depths in the vicinity of the proposed docking system range from -2.0' to -6.0' below Mean Low Water (MLW). According to the work plat drawings provided by the applicant's agent, the proposed structure would be located within'/4 of the width of the waterbody, the established pier-head alignment of the two adjacent docking structures and within the applicant's area of riparian access. 10. ANTICIPATED IMPACTS: As proposed, the planned development would incorporate approximately 400 sq. ft. of public trust and estuarine waters. The applicant has approximately 166 linear feet of shoreline allowing 1,328 sq. ft. of platform or docking space. As constructed, the existing facility totals approximately 396 sq. ft. of platform/docking space and the new addition would total approximately 400 sq. ft. (including boatlift dimensions). No impacts to Coastal or "404" wetlands would occur as a result of construction. As previously indicated, the planned development would be located within the applicant's area of riparian access and within 1/4 of the width of the waterbody.
